德國(guó)物理技術(shù)研究院(PTB)于2002年首次提出了國(guó)家質(zhì)量基礎(chǔ)設(shè)施(nationalqualityinfrastruc?
ture,NQI)的概念,聯(lián)合國(guó)貿(mào)易中心(ITC)于2005年發(fā)布《出口戰(zhàn)略創(chuàng)新》報(bào)告,提出NQI的理念;聯(lián)
合國(guó)工業(yè)發(fā)展組織(UNIDO)和國(guó)際標(biāo)準(zhǔn)化組織(ISO)于2006年提出計(jì)量、標(biāo)準(zhǔn)和合格評(píng)定是未來(lái)經(jīng)
濟(jì)社會(huì)發(fā)展的三大支柱;世界銀行(WB)于2013年提出建設(shè)NQI的公共干預(yù)理論,認(rèn)為國(guó)家質(zhì)量基礎(chǔ)
適用于所有產(chǎn)品和服務(wù);國(guó)際標(biāo)準(zhǔn)化組織(ISO)、國(guó)際法制計(jì)量組織(OIML)、國(guó)際認(rèn)可論壇(IAF)等于
2017年召開(kāi)國(guó)際會(huì)議將市場(chǎng)監(jiān)督納入NQI體系。NQI有不同的層級(jí)概念,包括全球質(zhì)量基礎(chǔ)設(shè)施
(GQI),國(guó)家質(zhì)量基礎(chǔ)設(shè)施(NQI)、區(qū)域質(zhì)量基礎(chǔ)設(shè)施(RQI)、產(chǎn)業(yè)質(zhì)量基礎(chǔ)設(shè)施(IQI)和企業(yè)質(zhì)量基礎(chǔ)
設(shè)施(EQI)等,以上概念也可統(tǒng)稱(chēng)質(zhì)量基礎(chǔ)設(shè)施(QI)。NQI的內(nèi)涵還在不斷豐富,外延仍在拓展中。
世界發(fā)達(dá)國(guó)家以及相關(guān)國(guó)際組織均非常重視NQI的研究與應(yīng)用。
我國(guó)非常重視NQI的研究與應(yīng)用。2014年1月,中國(guó)工程院?jiǎn)?dòng)了工業(yè)強(qiáng)基戰(zhàn)略研究項(xiàng)目,該項(xiàng)
目將“質(zhì)量技術(shù)基礎(chǔ)戰(zhàn)略研究”列為項(xiàng)目專(zhuān)項(xiàng)課題,標(biāo)志著我國(guó)NQI的整體研究工作正式啟動(dòng);2014年
4月,國(guó)家質(zhì)檢總局設(shè)立國(guó)家質(zhì)量基礎(chǔ)設(shè)施課題研究小組,首次對(duì)計(jì)量、標(biāo)準(zhǔn)、檢驗(yàn)檢測(cè)、認(rèn)證認(rèn)可的集
成建設(shè)進(jìn)行系統(tǒng)性研究;2016年,我國(guó)首次設(shè)立國(guó)家重點(diǎn)研發(fā)計(jì)劃《國(guó)家質(zhì)量基礎(chǔ)的共性技術(shù)研究與
應(yīng)用》重點(diǎn)專(zhuān)項(xiàng),國(guó)撥經(jīng)費(fèi)17.83億元;2017年9月5日,中共中央、國(guó)務(wù)院在印發(fā)的《關(guān)于開(kāi)展質(zhì)量提
升行動(dòng)的指導(dǎo)意見(jiàn)》中,首次將NQI建設(shè)作為該指導(dǎo)意見(jiàn)中的主要目標(biāo)和總體任務(wù);2020年11月13日,
國(guó)家市場(chǎng)監(jiān)督管理總局印發(fā)《關(guān)于大力開(kāi)展質(zhì)量基礎(chǔ)設(shè)施“一站式”服務(wù)的意見(jiàn)》,指出要“加強(qiáng)質(zhì)量基
礎(chǔ)建設(shè)、為企業(yè)、產(chǎn)業(yè)、區(qū)域提供全鏈條、全方位、全過(guò)程質(zhì)量基礎(chǔ)設(shè)施綜合服務(wù)”;2021年,《中華人民
共和國(guó)國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展第十四個(gè)五年規(guī)劃和2035年遠(yuǎn)景目標(biāo)綱要》提出“完善國(guó)家質(zhì)量基礎(chǔ)設(shè)
施”,《國(guó)家標(biāo)準(zhǔn)化發(fā)展綱要》提出“促進(jìn)標(biāo)準(zhǔn)與國(guó)家質(zhì)量基礎(chǔ)設(shè)施融合發(fā)展”,國(guó)家重點(diǎn)研發(fā)計(jì)劃《國(guó)家
質(zhì)量基礎(chǔ)設(shè)施體系》重點(diǎn)專(zhuān)項(xiàng)啟動(dòng);2023年2月6日,中共中央、國(guó)務(wù)院頒布《質(zhì)量強(qiáng)國(guó)建設(shè)綱要》,提
出構(gòu)建高水平質(zhì)量基礎(chǔ)設(shè)施體系。
在國(guó)內(nèi)外NQI研究與應(yīng)用發(fā)展迅速、實(shí)踐應(yīng)用大規(guī)模展開(kāi)的特殊條件下,NQI的人才培養(yǎng)尤顯重
