INCIDENCE

PARTIES

BOUND(1) ThisagreementshallhaveeffectthroughoutthePerthmetropolitanarea.(2) ThisagreementshallapplytoandbebindingupontheRoyalAutomobileClubofW.A.(Incorporated),theMetalsandEngineeringWorkers'Union-WesternAustralianBranchandallpersonsemployedbyTheRoyalAutomobileClubofW.A.(Incorporated)inthefollowingareasofitsoperations,being:- (a) ThosepersonscoveredbytermsandconditionsoftheR.A.C.Patrolmen'sAward1988. (b) ThosepersonsemployedasserviceAttendants,VehicleInspectorsandSeniorVehicleInspectors.(3) Thepartiesaccepttheyareboundbythetermsofthisagreementforitsperiodofoperationandwillopposeanyapplicationsbyotherpartiestobejoinedtothisagreement.(4) Thepartiestothisagreementwillcomplywithitsterms,notwithstandingtheprovisionsofanyAward,OrderorIndustrialAgreementbywhichtheyarecovered.4.

OPERATIONThisagreementshalloperatefromthecommencementofthefirstpayperiodbeginningonorafter26February1993andshallremaininoperationuntil31December1993atwhichtimeitshallceasetooperateunlessrenewedfollowingitsreviewpursuanttoClause12.-RenewalofAgreement,hereof.

RELATIONSHIP

TO

PARENT

AWARD(1) ThisagreementshallbereadandinterpretedwhollyinconjunctionwiththeR.A.C.Patrolmen'sAward1988forthoseemployeescoveredbythataward.(2) Wherethereisanyinconsistencybetweenthisagreementandtheparentaward,thisagreementshallprevailtotheextentoftheinconsistency.6.

SINGLE

BARGAINING

UNIT(1) TheemployeesandunioncoveredbythisagreementhaveformedasinglebargainingunitwithintheRoyalAutomobileClubofW.A.(Incorporated)inaccordancewiththerequirementsoftheWesternAustralianSateWageCaseDecisioninJanuary1992.(2) Thesinglebargainingunithasheldnegotiationsandfullagreementonthetermsofthisagreementhasbeenreachedbetweentheparties.(3) Thepartiestothisagreementagreethatrelevantinformationtoenabletheeffectivemonitoringofproductivitybenefitsflowingfromthisagreementwillbemadeavailable.7.

BACKGROUND(1) Thepartiestotheaward,referredtoinClause3.-IncidenceandPartiesBoundhereof,seethisEnterpriseBargainingAgreementasacontinuingprogrammeofrestructuringandconsolidationofStructuralEfficiencyPrinciplesintroducedasaresultofthe1987StateWageCaseDecision.(2) Thepartiesrecognisethatthisagreement,alongwithamendmentstotheparentawardandconsiderationswhichwillcomeintoplaceduringthetermofthisagreement,shallleadtothefruitionoftheStructuralEfficiencyprinciplesintroducedin1987.(3) FundamentaltomaintainingresultsalreadygainedandtofurthercommitthepartiestocontinuingStructuralEfficiencyreform,thefollowinginitiativeshavebeenputinplace:- (a) AConsultativeCommitteehasbeenestablishedtofacilitateconsultationbetweentheemployerandemployeeswithaviewtomaintaininganddevelopingaskilledandflexibleworkforceandtoprovideemployeeswithcareeropportunitieswithintherequirementsoftheaward. (b) Aprocedurehasbeendevelopedtoallowfortheresolutionofanygrievanceorindustrialdisputethatmayarise. (c) RegularmeetingsoftheConsultativeCommitteehaveresultedininformationsharingandproblemsolvinginstrumentaltogreaterunderstandingandthepromotionofharmoniousrelationsbetweentheClubanditsemployees.8.

CONTINUOUS

IMPROVEMENT

ACTIVITIES

1992-3(1) Thepartiesarecommittedtotheon-goingprocessofcontinuousimprovement.DuringthetermofthisAgreement,thepartiesagreetocontinueacommitmenttoStructuralEfficiencyandtoimplementthefollowingshorttermissues:

(a) Patrolmen: (i) Continuousimprovementsinplottingandjoballocationprocedureswillbeimplementeddesignedtoincreasepatrolproductivitybywayofreducednon-productivetravelandtimeandstand-bytime.Thisincludesbutisnotlimitedtosubparagraphs(ii)through(v)below,whichhavebeenorwillbeimplementedonratificationofthisagreementbytheCommission. (ii) Toensureanevenspreadofpatrolsoverthemetropolitanareaatcommencementofeachshiftbywayofincreasedflexibilityofworkarrangement,columnsontheestablishedrostershallberedefinedasdesignatedgeographicalzones,viaNorth,SouthandEastplusaTemporarycolumn. (iii) "Basestarts"asdesignatedintheestablishedrosterwillbereplacedbydesignatedgeographicalpointstartsinallinstances,unlessadvisedotherwisebymanagement,priortoshiftstart.Thedesignatedgeographicalpointstartswillbeinaccordancewiththezonesstipulatedinsubparagraph8(1)(a)(ii)asfollows: NorthZone:- Floreat,JerseyStreetParkingarea,Henderson SouthZone:- East

Fremantle,RiversideRoadparkingunderStirling EastZone:- East

Perth,Number4carpark. (iv) Thesearrangementsdonotinanywayaffecttheagreemententitled,"Pre-shiftCallOn"recordedintheminutesofthe22ndmeetingoftheR.A.C.JointCommittee. (v) Unproductivetimewillbereducedbytheeliminationofunnecessaryattendanceofpatrolsatheadquartersforadministrationpurposes,specificallybytheuseofprepaidenvelopesforaccountingandinformationtransferpurposesandthestrategicplacingofreplacementgasbottlesandspares. (b) VehicleInspectors: (i) Vehicle

Inspection

Procedures (aa) VehicleInspectionprocedureswillberevised,includingworkshopandon-siteprocedures,toensuretheinspectionservicesmeetR.A.C.member'srequirementsandthatproductivityisimproved.AreviewinvolvingconsultationbetweenVehicleInspectorsandR.A.C.managementwillbecompletedby31January1993andwilldevelopthefollowingnewinspectionprocedures. - a"mechanicalinspection"whichemphasisesthemajormechanicalcomponentsofavehicleandwhichwillbecompletedinapproximately1.5inspectionperiods.

- a"masterinspection"whichisbasedontheexistingfullinspectionbutencompassingchangeswhichmayaddvaluetotheinspectionorreduceinspectiontime(particularlywithrespecttocurrent3and4inspectionperiodvehicles). - an"on-siteinspection"whichincreasesemphasisonthemajormechanicalcomponentsanddecreasesemphasisoncosmeticcomponents.Theaboveinspectionsaretobeimplementedby1June,1993. (bb) ThepartiesshallreporttotheCommissiononprogressintheimplementationofthisprovisiononorbeforethe1June1993. (ii) Automotive

SystemToimproveproductivitybyimprovingaccesstotechnicalinformationbyemployeesandalsotoaddvaluetotheTechnicalAdvisoryServicetomembers,theestablishedAutomotiveInspectionSystemoperatinginPerthwillbeexpandedandwillbefurtherintroducedatBalcattaandMyareebranches.(2) Thepartiesagreetoimplementimprovementsinefficiencyofoperationoverthelongerterm.Specifically,thiswillinclude,butisnotlimitedtothefollowing: (a) Electronic

Location:TheintroductionofElectronicVehiclesLocationtechnologyforbothpatrolvehiclesandmembervehicleswillbeanaidtoeffectiveplottingandwillgivefurthereffecttosubparagraph8(1)(a)(i).ThiswillbeintroducedassoonastheR.A.C.establishesitscosteffectiveness. (b) Award

Coverage:ThepartiesagreetotheestablishmentofoneAwardtoincludecoverageofPatrols,ServiceAttendants,VehicleInspectorsandSeniorVehicleInspectors.Bysodoing,theindustrialrelationsofemployeescoveredwillbeenhancedandtheadministrationthereofstreamlined.(3) ThepartiesagreetocrossskillingPatrolsandVehicleInspectorssubjectto: (a) Costeffectivenessofoperation. (b) Agreementonclassification.(4) ThepartiesarecommittedtothefinalisationofaclassificationstructureduringthetermofthisAgreementwhichwillprovideacareerpathwithinthescopeoftheR.A.C.'sPatrolandVehicleInspectionOperations.9.

WAGES(1) Thepartiesagreethatanincreaseof4.5%onthebasewagewillbepaidbytheR.A.C.onratificationofthisagreement;inaccordancewiththefollowingschedule.

PROCEDURETheDisputeSettlementProcedureshallbethatasprescribedinClause27.-AvoidanceofIndustrialDisputesintheR.A.C.Patrolmen'sAward1988.11.

COMMITMENTS(1) AllpartiesundertakethatthetermsofthisAgreementwillnotbeusedtoprogressorobtainsimilararrangementsorbenefitsinanyotherenterprise.(2) Thisagreementshallnotoperatetocauseanyemployeetosufferareductioninordinarytimeearnings,ortodepartfromthestandardsoftheWesternAustralianIndustrialRelationsCommissioninregardtohoursofwork,annualleavewithpayorlongserviceleavewithpay.(3) Thisagreementprescribesthatfurtherwageandsalaryincreasesshallnotbemadeduringitslife,exceptwhenconsistentwithaStateWageCasedecision.12.

RENEWAL

OF

AGREEMENT(1) Threemonthspriortothecessationofitsperiodofoperationthepartieswillreviewthecontinuationofthisagreement,subjecttoanassessmentofachievementsinproductivityandefficiencyduringitsterms.(2) ThepartiestothisagreementshallmakeapplicationtotheCommissionforitscancellationinthatitshallceasetohaveaffectasatthe31December1993.
