GeneralRulesforCollectionandTransportationofDangerousGoods(Spares)Thecollectionandtransportationofdangerousgoodsshallbeinstrictcompliancewithrelevantinternational,nationalandcivilaviationauthorities’applicablelaws,rules,regulationsandtherequirementsofSpringAirlines.Inadditiontothedangerousgoodsofaircraftspares,SpringAirlinesrefusestocarryotherdangerousgoodsexceptexemptedtransport.Thetransportofdangerousgoodsoninternationalroutesshallcomplywithrelevantprovisionsofthecountryoforigin,transitanddestination.SpringAirlinesanditsoverseasagenciesoragentsshallbesubjecttotheprovisionsofthismanualincollectionandtransportationofdangerousgoods.(IntentionallyDelivery,CollectionandTransportationProceduresofDangerousGoods(Spares)DeliveryProceduresofDangerousGoods(Spares)atInprinciple,nocompanybaseemploysagentsinthetransportationofdangerousgoods(spares),butappointsqualified nelofSpringAirlinestooperate,andassignsthequalified neltoescortifnecessary.AviationandEquipmentOfficeofPurchasingandLogisticsDepartmentisresponsibleforconsigningdangerousspares.AlldeliverersshallhavereceivedtheDangerousGoodsTrainingofCategoryI.Beforedeliveringdangerousspares,AviationandEquipmentOfficeofPurchasingandLogisticsDepartmentshallinformtheOperationsControlCenter(OCC),andCargoTransportationDepartmentinadvancetobereadyforcollectionand/ordelivery.Foralldangeroussparesapprovedfordelivery,AviationandEquipmentOfficeofPurchasingandLogisticsDepartmentshallprovidetoCargoTransportationDepartmentdetailedinstructionsandanoperationalguide.Incaseofitemswithunknownnature,aprofessionalappraisalanizationrecognizedbySpringAirlinesshallprovideaproofofidentification.AviationandEquipmentOfficeofPurchasingandLogisticsDepartmentshallcomplywith"TechnicalInstructionsofAirTransportforDangerousGoods"(ICAO)andprovisionsofCCAR-276,fillinShipper`sDeclarationforDangerousGoodsaccurayandcorrectly,andassumeresponsibilityforthevalidityofthecontent.PleaserefertoAppendix6.5forasampleandinstructionsofShipper`sDeclarationforDangerousGoods;carryoutcorrectpackaging,markingandlabelingforthecategoryofdangerousgoodstobedelivered.Besidesthelanguageoforiginalcountry,Englishshallbeaddedonthemarking.TheShipper`sDeclarationforDangerousGoodsshallbefilledinandsignedforthreecopiesandsenttoCargoTransportationDepartmenttogetherwiththeGoods.OneofthesigneddeclarationformsshallbekeptbyCargoTransportationDepartment,thesecondbesenttothedestinationwiththeAirwayBillandthethirdbeattachedtotheGoods.Thesignatureontwooftheformsmaybeinphotocopy.FollowtheinstructionsoftheCargoTransportationManual,andfillintheAirwayBillaccurayandtakeresponsibilityforthecorrectnessofthecontentfilledin.WhentheAviationandEquipmentOfficeofPurchasingandLogisticsDepartmentfollowsthespecialprovisionsofA144totransportthechemicaloxygengeneratorinstalledinrespiratoryprotectivedevices(PEB),theDeclarationof"UnitRespiratoryProtectiveDevices(SmokeMask)incompliancewithSpecificRequirementsofA144"shallbemarkednearthetransportpropernameonthepackage.Incaseoftransportingdangerousspares,thedangerousgoodscontrollersAviationandEquipmentOfficeshallbeonsiteforassistanceandsupervision,ifnecessary.ProceduresforCollectingandDeliveringDangerousGoods(Spares)ofSpringCargoTransportationDepartmentisresponsibleforinspectingacceptanceanddeliveryprocedures.Theinspectorsshallbe nelwhohavepassedtheCategoryIDangerousGoodsTrainingoftheCompany.TheinspectorsshallbeinstrictcompliancewiththerequirementsofAcceptanceChecklistofDangerousGoods,verifyandinspectthedangerousgoods(Spares)tobeshippeditembyitem.IncaseofdiscoveringitemsthatdonotcomplywiththerequirementsoftheAcceptanceChecklistofDangerousGoods,theyshallrejectthecollectionand/ordelivery.AcceptanceChecklistofDangerousGoodsisintwoTheonetoverifynon-radioactiveTheonetoverifyradioactivesubstances(notapplicableforSpringInstructionsforAcceptanceChecklistofDangerousAcceptanceChecklistofDangerousGoodsshallbefilledinbyaqualifiednelofCargoTransportationDepartment,intwocopies.Itentersintoeffectoncethecollection/deliverycontroller(s)shouldsign.ShouldthecontrollernotfillinAcceptanceChecklistofDangerousGoodsornotsignit,theCargoTransportationDepartmentshallnotcollectand/ordeliversuchdangerousgoods.ItismandatorytofinishinspectingeachitemofAcceptanceChecklistofDangerousGoods,beforetodeterminewhethertocollectand/ordeliversuchdangerousgoods.IfthereisnoproblemwithanyitemontheAcceptanceChecklistofDangerousGoodsuponinspection,thesedangerousgoodscanbecollectedanddelivered.IfoneormoreitemsontheAcceptanceChecklistofDangerousGoodshaveanegativeresultuponinspection,thesedangerousgoodscannotbecollectedordelivered.SettlementforDiscoveredIfproblemsexistinShipper`sDeclarationforDangerousGoods,alltheitems,exceptNumberofAirwayBill,AirportofOriginatingStationandAirportofDestinationStation,shallbemodifiedbytheShipper.Ifthepackageofthedangerousgoodsisdamaged,orthedangerousgoodsarepackagedinanimpropermanner,suchdangerousgoodsshallnotbeacceptedforcollectionortransportation.WeightandBalance&NotificationtoTheweightandbalance nelfromCompany'sGroundHandlingDepartmentorgroundagencyisresponsiblefortheweightandbalancecontrolofdangerousgoodsandinformingthecaptain.Such nelshallhavereceivedthedangerousgoodstrainingofCategoryII/III.Theweightandbalance nelisresponsibleforprovidingtheOperationsControlCenter(OCC)withdetailedinformationregardingtheDangerousGoodstransportation.Theweightandbalance nelshallfollowrelevantrequirementstofillinSpecialLoadNotificationto mandandsignit.Beforethecabindoorclosed,theweightandbalance nelshalltransacthand-overproceduresofSpecialLoadNotificationto mandwiththecaptain.Sign-offofSpecialLoadNotification SpecialLoadNotificationto mandshallbeinfivecopies.Theyshallbedistributedasfollowsafterthecaptainsignsthem:OnecopytobecarriedwithAirwayBilltothedestinationOnecopytobesenttoOperationsControlCenter(OCC)oftheOnecopytobekeptbytheOnecopytobekeptbyweightandbalancecontrolunitofGroundHandlingDepartment;Onecopytobekeptbyload/unloadunitofGroundHandlingInformationTransmissioninOperationsControlCenter(OCC)isaunittoaggregateandtransmitinformationregardingdangerousgoodstransportation.OnceOperationsControlCenter(OCC)receivesapriornoticefromAviationandEquipmentOffice,itshallinformthecrew30minsinadvance.Afterfinishingthedeclarationandacceptancecheckofdangerousgoods,itshallkeepasmoothandeffectivecommunicationofinformationaftertheweightandbalance nelofGroundHandlingDepartmentfilledinSpecialLoadNotificationtoCaptain.OperationsControlCentershallkeepapieceofaccurateandlegiblenotificationsheettocaptain.Itshallbeindicatedonthenotificationsheetoradherentsthatthecaptainhasreceivedtheinformation.Flightoperationsofficer,flightdispatcherorotherdesignatedground responsibleforflightoperationsshallbeeasilyaccessibletothecopyofthisnotificationsheetorotherincludedcontents.TransportationofDangerousSparesinncythathassignedAgreementofDangerousGoodsTransportationwithSpringAirlinestransportsthedangeroussparesinoutstation.Theagencyshallstrictcomplywith"TechnicalInstructionsofAirTransportforDangerousGoods"(ICAO),IATADangerousGoodsRegulations,CCAR-276aswellasrelevantprovisionsofthismanual.Incaseofabsenceofdangerousgoodstransportagencyorlackofconditionsfortransportationofdangerousgoodsfromoutstation,orwhenSpringAirlinesconsidersnecessary,thecompanyshallappointqualified tosuchoutstationforthematterofdangerousgoodstransportation.Incaseofdangerousgoodsshippersandagentsofoutstationneedtodeliverandtransportemergentsparesofdangerousgoods,theyshallinformthePurchasingandLogisticsDepartmentandCargoTransportationDepartmentinadvance.TheshippershalltruthfullyfillinShipper`sDeclarationforDangerousGoodsandberesponsibleforthecorrectnessofthedeclaredFortheemergentsparesapprovedfordeliveryandtransport,theshippershallprovideadetaileddescriptionandoperationguideofthisitemforncyandCargoTransportationDepartmentofSpringAirlines.Thecompanydesignatedprofessionalaccreditationbodyshallissueanaccreditationprooffortheitemswithunknownproperties.TransportationofDangerousItappliestodangerousspares(includingremovedspares)transportedunderemergentsituationssuchastrouble-shootingandferryflight,etc.ShippershallconfirmthatthedangeroussparesisOperatingSpringAirlinesshallformulateaproceduretostandardizethetransportofdangerousAOG.ThewholetransportofdangerousAOGcouldbeconductedbyqualifiednelwhohasreceiveddangerousgoodstraining;WhentransportingdangerousAOG,different nelofPurchaseandLogisticsDepartmentshallundertaketheresponsibilitiesofshipperandoperatorrespectively,andfillinShipper’sDeclarationforDangerousGoods,AirwayBillandDangerousGoodsChecklistrespectively.OperationsControlCenterandweightandbalancecontroldivisionofGroundHandlingDepartmentshouldbeinformedofpreviousinformationin.3,thenweightandbalance nelshallfillinSpecialLoadNotificationto mandandhanditovertocaptain.MaintenanceEngineeringDepartmentisresponsibletotransportthedangerousAOGtoapronandhanditovertoload/unloersonnel.nelchargingofaviationsparesinoutstationsshallreceivethedangerousAOG.Fordestinationairportwhoisqualifiedtotransportdangerousgoods,theheadofstationisresponsibletocoordinatewithairportgroundagenttoreceivethedangerousAOG.Fordestinationairportwhoisnotqualifiedtotransportdangerousgoods,SpringAirlinesshallassignqualified nelonboardtomonitorthetransportofdangerousAOG.DangerousGoodsTransportPlaninEmergentApplication:itappliestoexemptedtransportofdangerousgoods(notlimitedtodangerousspares)inemergentsituationssuchasearthquakereliefandneedofnationaldefense,etc.OperatingSpringAirlinesshallimmediayinitiatethisplanafterreceivingthenotificationforemergenttransport.OperationsControlCentershalltimelyreporttoCAACinwrittenformandifit’sespeciallyemergent,anoralreportispreferredandthewrittenreportshallbesubmittedlater.CargotransportedfromHongqiaoCargoDepartmentisresponsibletoacceptandcheckdangerousgoodsandfillinDangerousGoodsChecklistandAirwayBill,notifyingtheweightandbalance neloftransportinformation.Weightandbalance nelinGroundHandlingDepartmentshalltimelyfinishtheweightandbalancecontroloftheflightandfillinSpecialLoadNotificationto mandandhanditovertoCargoDepartmentisresponsibletocoordinatewithcargostationofairportwiththeacceptanceandsecuritycheckasquicklyaspossible.Load/unloersonnelofGroundHandlingDepartmentisresponsibletoloadthecargoonaircraft. mandandconductstransportation.(IntentionallyStorageofDangerousGoodsGeneralThestorageofdangerousgoodsshallstrictlycomplywiththeapplicablelaws,regulationsofthecountryandrelevantprovisionsofSpringAirlinesrelatedtotransportationprocess.Accordingtothelawsandregulationsofthecountry,SpringAirlinesdoesn’tstoredangerousgoodsinprinciple,exceptforemergentDepotofDangerousGoodsPackagesofdangerousgoodsshallbekeptbycategoryinthewarehousespecificallydesignedfordangerousgoodsstorage.Themanagementdepartmentofdangerousgoodsstorageshalldevelopcomprehensiveandimpactfulregulationsandmeasurestoeffectivelymakethewarehousefire-proof,theft-proof,rat-proof,water-proof,frostbite-proofandsoon.Dangerousgoodsshallbekeptindifferentareasofdifferentwarehousesaccordingtotheirrespectivecategoriesanddivisions.Thedangerousgoodswarehousesshallbekeptclean,tidy,dryandUseofopenfireandsmokingarestrictlyprohibitedinthewarehousesandthesurroundingarea.Inparticular,nofireusageispermittedinsidethewarehouseswherestoreflammableandexplosivegoods,andlightningprotectionequipmentshallbeinstalled.Emergencyphonenumbershallbeclearlymarkedatobviouspositionsinsideandoutsidedangerousgoodswarehouses. Nooneispermittedtoenterthedangerousgoodswarehouseswithoutapproval.Inspecialcaseswhencargoshipper,consigneeoritsagentneedstoentersuchwarehouse,itshallbe paniedbyanoperationalstaff.Whentheconcerned sleavethewarehousearea,itshallbelockedintime.DangerousgoodsshallbekeptinaccordancewiththefollowingShallbekeptinspecializedwarehousesofdangerousgoods.Ifneededtobekeptinageneralcargowarehouse,itshallbestoredinadesignatedareaforconcentratedmanagement.Suchareashallbeclearlymarkedandequippedwithobviousseparationfacilities;Goodventilation,nodirectsunlight,awayfromheatofanykind,moderatetemperatureinsummer;Completefire-fightingequipmentinplace,safeandadequatelightingDangerousgoodssignsshallbeatvisibleposition.Barrelsshallnotbepiledlying.Barrelmouthsideshallbeuporfollowthelabelindicatingdirectionandposition.DepotManagementofDangerousGoodsThedangerousgoods(spares)warehousesofSpringAirlinesshallbeinchargeofAviationandEquipmentOfficeofPurchasingandLogisticsThestaffofdangerousgoodswarehouseshallparticipateinthetrainingofdangerousgoodstransportation,passrelatedexaminationsandworkwiths.Thestaffshallalsoreceivespecializedtraininginfirepreventionandfirefighting,befamiliarwiththenatureofvariousdangerousgoodsaswellasaccidenthandlingapproach.Soundwarehousemanagementsystemshallbeestablishedforthemanagementofdangerousgoodswarehouse.Useofopenfireandsmokingarestrictlyprohibitedinthewarehouses.Inparticular,nofireusageispermittedinsidethewarehouseswherestoreflammableandexplosivegoods,andlightningprotectionequipmentshallbeinstalled. ingandoutgoinginventoryofdangerousgoods,itisnecessarytochecktheAirwayBillnumber,countthenumberofgoodsandinspectthegoodspackaging.Incaseofstockin,dangerousgoodsshallbekeptinaccordancewiththeirdifferentcategories,divisionsorcompatibilitygroups.Forexample:thecategoryofexplosivesshallbekeptinaccordancewiththeirdifferentdivisionsandcompatibilitygroups.Inthedangerousgoodsoperation,suchcasesshallbepreventedasclash,vibration,frictionandrolling.Handlewithcaution,loadandunloadcarefully.RegularliquidationshallbecarriedoutfordangerousgoodsLoadingofDangerousGoodsPackagesandoverpackscontainingdangerousgoodsandfreightcontainerscontainingradioactivematerialsshallbeloadedonanaircraftinaccordancewiththeprovisionsoftheTechnicalInstructions.ExceptforthecasespermittedbyTechnicalInstructions,dangerousgoods(spares)shallnotbeloadedinthecockpitorpassengercabinoftheaircraft.PrincipleofPre-Beforeassemblingloaddevicesandinstallations,packagesofdangerousgoodsshallbecarefullyinspected.Onlywhenthepackagingpartsareinfullcompliancewiththecircumstances,theofficialoperationscanstart.ContentofchecklistNoloopholesordamageontheexternalpackaging;packagesodorless,nosignsofleakageordamage.Ifdamagedorleaking,thepackageditemsshallbemovedoutfromtheplaneforsafedisposal.Incaseofleakage,therestofgoodsshallbeprotectedfromdamageandpollution.Thedangerlabelsandoperationlabelsonthepackagesshallbecorrectandfirmlystuck.Fortheabsenceoflabelingorwronglabeled,relevantsectorshallbeimmediayinformedforcorrection.Thetextmarkuponthepackages(includingtransport-specificname,UNorIDnumber,nameandaddressofshipperandconsignee)shallbewrittencorrectlyandlegibly.Ifmissing,relevantsectorshallbeimmediayinformed.PrincipleofThedangerousgoodscontainingliquidshallallfollowrelatedrequirementsandbeaffixedwith"up"stickersonthepackages(bemarkedwith"THIEUP"ifrequired).Intheentireprocessoftransiting,loadingandunloading,loadingcontainerboardsorcontaineraswellasloadingtheplane,theoperatorsshallrespectthepointingdirectionofthelabelandkeepthepackagesalwaysupright.PrincipleofCarefulIntheprocessoftransitingorloadingandunloadingdangerousgoodpackages,bothmanualandmechanicaloperationshallrespecttheprincipleofhandlingwithcare.Avoidknock,hit,throworclash.PrincipleofFixingGoodstoAvoidAfterdangerousgoodspackagesareloadedintoaircraftcargocompartment,theloadingandunloading nelshallfixtheminthecargoholdtopreventdamage,soastoavoidtheirslidingordumduringtheflight.Theloadingofdangerousgoodspackagesshallmeetthefollowingrequirements:Smallpackageswillnotfallfromthecontainerboard BulkpackageswillnotmovewithinthecargoThepackagesinbarrel thataredifficulttobetiedandfixednylonbandshallbestucktightwithotherWhenothercargoareinvolvedtostickthebulkpackages,fivedirections(front,back,left,right,top)shallbetakencareof;Ifthecontainerisnotfullofcargo(theoccupiedvolumedoesnotexceedtwothirdsofthetotalvolume),thecargoshallbefixed;Measuresshallbetakentopreventbreakageofdangerousgoodspackages,includingthebreakagecausedbythemotionofothercargoinsidethecargohold.Whenthedangerousgoodsareloadedintotheaircraftasrequired,the nelshallensurethatthepackagingisnotdamaged,andpayspecialattentiontoitsoperatingandloadingmodeinthetransportpreparatoryprocesstoavoidman-madedamagecausedbydrag,pullorincorrectoperationproduces.Alldamagedorleakingpackagesshallbemovedoutfrominsidethecabinforsafedisposal.Whenleakageoccurs,itisnecessarytoensuretherestgoodsfreefromdamageandpollution.Whentheloading nelfindlabelmissing,damagedorillegible,relevantdepartmentsshallbenotifiedforreplacement.Thepackagewithadangerousgoodslabelof“CargoAircraftOnly”canbeloadedonacargoaircraftmerely.SeparationSeparationofDangerousGoods patibleSomedifferentcategoriesofdangerousgoodsmayhaveasignificantlydangerouschemicalreactionformutualcontact,whichiscalleddangerousgoodswith patibleproperties,suchasflammableliquidsandoxidizingagents.Inordertoavoidsuchdangerouschemicalreactionduetoanaccidentalleakageofdangerousgoodspackaging,theyshallbeseparatedforstorageandloading.TableofDangerousGoods patiblepropertiesshallnotbeplacedoncontactoradjacentatanytime.Whenstoredinawarehouse,thedangerousgoodspackageswithpatiblepropertiesshallbeseparatedwithadistanceofatleast2Whenloadedonacontainerboardorasbulkcargo,thedangerousgoodsshallobserveeitherofthefollowingmethods:Fixthedangerousgoodswith patiblepropertiesrespectivelywithnylonbandoncontainerboardsorontheboardofaircraftcargohold,withadistanceofatleast1meterbetweeneachother.Useanordinarycargotoseparatetwodangerousgoodspackageswithpatibleproperties,withadistanceofatleast0.5metersbetweeneachSeparationofDangerousGoodsandOtherSeparationTableofDangerousGoodsandOther 679×HatchingFood,×SeparationofCategory6DangerousGoodsfromToxicsubstances,infectioussubstancesandothersubstancesthatrequirelabelingwithasubsidiarydanger"toxic"shallnotbefittedwithfoodinthesamebulk.TheyshallnotbeloadedonthesameULD,andtheseparayloadedULDshallnotbeplacedadjacentinthecargohold.SeparationofCategory6andotherDangerousGoodsfromActiveToxicsubstances,infectioussubstancesandothersubstancesthatrequirelabelingwithasubsidiarydanger"toxic"shallnotbefittedwithfoodinthesamebulk.LoadingofSolidCarbonDioxide(DrySolidcarbondioxidealoneasacargoorrefrigeranttoothergoodscanbetransported.Butitshallbereasonablyarrangedinaccordancewithaircraftmodel,aircraftventilationrates,packagingandstackingmode,aswellaswhetherthereareactiveanimalsonthesameflightandotherDryicehastwodangersforactiveanimals:,toreleasecarbondioxidegas.Carbondioxidegashasabiggerdensitythanair,andwillreplacetheoxygenintheair.Whencarbondioxidecontentintheairismorethan2.5%,itwillaffectthenormalphysiologicalfunctioninhumansandanimals.Second,toreducetheambienttemperature,andkeepanimalsinalow-temperatureenvironmentGroundoperationstaffshallbenotifiedwhenloadingdryiceontheaircraftordryicehasbeenloadedontheaircraft.Theportshallbeopenedwhentheaircraftlandsatstopoverstations,tofacilitateaircirculationandreducetheconcentrationofcarbondioxideinsidethecargohold.Incaseofloadingorunloadinggoods,itismandatorytowaituntiladequatecirculationofairinsidethecargohold,andthenthestaffmayenterthecargoholdforloadingandunloadingoperation.Articles4.1and5.2LoadingofDangerousThepackagesandULDcontainingself-reactivesubstancesinArticle4.1andanicperoxidesofArticle5.2,shallavoiddirectsunlight,stayawayfromheatsources,keepwell-ventilatedandavoids
