3、傳勇、唐路、趙慶安、史桂華、于革 IIT/ZSA 68-2019引 言運(yùn)營(yíng)安全是鐵路高效運(yùn)輸?shù)那疤崤c保障,視頻監(jiān)控系統(tǒng)對(duì)于保障鐵路運(yùn)營(yíng)安全至關(guān)重要,迫切需要對(duì)鐵路視頻監(jiān)控系統(tǒng)中的關(guān)鍵裝備-攝像機(jī)相關(guān)技術(shù)進(jìn)行編制確認(rèn)。2016年中國(guó)鐵路總公司關(guān)于發(fā)布設(shè)計(jì)時(shí)速 200公里及以上鐵路區(qū)間線路視頻監(jiān)控設(shè)置有關(guān)補(bǔ)充的通知(鐵總建設(shè)201618號(hào))要求在區(qū)間隧道口、公跨鐵立交橋、橋梁救援疏散通道、沿線設(shè)備機(jī)房?jī)?nèi)外、調(diào)度局界口和車站咽喉區(qū)等重點(diǎn)區(qū)域采用高清攝像機(jī)進(jìn)行晝夜監(jiān)視,并要求采用 750mm長(zhǎng)焦激光攝像機(jī),夜間監(jiān)視距離1.5公里。但大規(guī)模采用高清長(zhǎng)焦激光攝像機(jī)鐵路尚無(wú)成熟的應(yīng)用案例,也缺少針對(duì)性的技術(shù)
4、支持。2017年中國(guó)鐵路總公司關(guān)于印發(fā)鐵路建設(shè)項(xiàng)目“四電”系統(tǒng)集成甲供物資目錄的通知(鐵總物資2017 156號(hào)文件)將攝像機(jī)列入甲供物資由鐵路總公司物資管理部組織建設(shè)單位進(jìn)行聯(lián)合采購(gòu),但相關(guān)采購(gòu)招標(biāo)技術(shù)要求也缺乏對(duì)應(yīng)的技術(shù)支持。截止到2018年底,中國(guó)高速鐵路里程值已達(dá)2.9萬(wàn)公里,普通鐵路里程值已達(dá)11.2萬(wàn)公里,為支持大規(guī)模鐵路視頻監(jiān)控系統(tǒng)的持續(xù)建設(shè),故聯(lián)盟組織編制本。本準(zhǔn)確界定鐵路所需的各類高清攝像機(jī)技術(shù)指標(biāo)、技術(shù)參數(shù)和內(nèi)外部條件,提出長(zhǎng)焦激光攝像機(jī)的技術(shù)要求,通過(guò)制定鐵路內(nèi)通用的高清攝像機(jī)技術(shù)要求,為鐵路視頻監(jiān)控系統(tǒng)的工程設(shè)計(jì)、攝像機(jī)的設(shè)備選型及檢驗(yàn)提供了依據(jù),填補(bǔ)了鐵路行業(yè)空白;通
5、過(guò)測(cè)試特別提出了激光器與鏡頭的配合、激光功率與監(jiān)控距離的要求等指標(biāo),促進(jìn)了關(guān)鍵技術(shù)的解決突破,達(dá)到并滿足了鐵路高清晝夜視頻監(jiān)控的高要求。本的制定和發(fā)布促進(jìn)數(shù)字隨動(dòng)同步變焦等技術(shù)進(jìn)步,推動(dòng)高清攝像機(jī)技術(shù)在鐵路行業(yè)的發(fā)展;避免低價(jià)競(jìng)爭(zhēng)導(dǎo)致的劣質(zhì)產(chǎn)品進(jìn)入鐵路市場(chǎng),保證鐵路視頻工程質(zhì)量,減少鐵路安全隱患;引導(dǎo)生產(chǎn)廠家發(fā)展高清像機(jī)技術(shù),提升產(chǎn)品質(zhì)量,增強(qiáng)產(chǎn)品的品牌性競(jìng)爭(zhēng)力。IIIT/ZSA 68-2019鐵路車站及沿線用攝像機(jī)技術(shù)要求1范圍本規(guī)定了鐵路車站及沿線用攝像機(jī)的技術(shù)要求、通用運(yùn)行環(huán)境要求、通用網(wǎng)絡(luò)安全要求等技術(shù)要求。本適用于鐵路車站及沿線用視頻監(jiān)控系統(tǒng)攝像機(jī)的設(shè)備選型、配置及檢驗(yàn)。對(duì)于城市軌道

10、1)一體化球型攝像機(jī);(2)一體化半球攝像機(jī);(3)固定槍型攝像機(jī);(4)激光云臺(tái)槍型攝像機(jī)。隨著技術(shù)發(fā)展和行業(yè)進(jìn)步,有可能增加新的攝像機(jī)類別。5.2通用功能要求鐵路車站及沿線用攝像機(jī)應(yīng)采用數(shù)字高清攝像機(jī),基本功能應(yīng)符合下列要求:a)支持 H.265、 H.264,宜支持 SVAC視頻壓縮算法;b)支持不同碼率設(shè)定,多碼流輸出,可分檔配置分辨率;c)支持限定帶寬和可變帶寬功能,可變帶寬模式下可設(shè)置畫質(zhì)優(yōu)先或幀率優(yōu)先;d)支持日夜模式自動(dòng)轉(zhuǎn)換功能;e)支持寬動(dòng)態(tài)功能、強(qiáng)光抑制及逆光補(bǔ)償功能;f)支持自動(dòng)增益控制、自動(dòng)白平衡調(diào)整、背光補(bǔ)償、自動(dòng)電子快門、自動(dòng)光圈功能;g)支持移動(dòng)偵測(cè)、遮擋告警功能
11、;h)支持時(shí)間同步;i)支持 SNMP協(xié)議;j)支持 HTTPS、 SSH安全認(rèn)證,支持創(chuàng)建證書;k)支持 GB/T 28181、 ONVIF協(xié)議;l)支持軟件集成的開(kāi)放式 API;m)支持語(yǔ)音采集功能。5.3通用性能要求攝像機(jī)應(yīng)符合下列基本性能要求:a)攝像機(jī)分辨率不低于 1080P,最大幀率不低于 25fps;b)不同像素的攝像機(jī)的 TVL應(yīng)符合:1) 800萬(wàn)像素:不少于 2000 TVL;2) 200萬(wàn)像素:不少于 1000TVL。2T/ZSA 68-2019c)視頻一次編解碼時(shí)延:不大于 300 ms;d)最大亮度鑒別等級(jí):不小于 10級(jí);e)幾何失真:不大于 5%;f)色彩還原誤差
12、應(yīng)滿足 GA/T 1127第 條要求;g)不小于 4路主碼流并發(fā)輸出。5.4通用接口要求攝像機(jī)接口應(yīng)符合下列要求:a)應(yīng)具有 10/100 Mbit/s以太網(wǎng)接口或光接口、 RS-485、音頻輸入輸出口;b)光接口宜采用單模單纖光纖接口,并采取防水、防震等措施;c)非一體化攝像機(jī)與鏡頭接口類型為 C、 CS或 M43;d)宜支持 SD/SDHC/SDXC/Micro SD插槽。5.5通用可靠性要求攝像機(jī)可靠性應(yīng)符合下列要求:a)防護(hù)等級(jí):1)室外攝像機(jī):不低于 GB/T 4208中的 IP66;2)室內(nèi)攝像機(jī):不低于 GB/T 4208中的 IP54。b) MTBF 不小于 510 h;4c)
13、環(huán)境適應(yīng)性、安全性符合 GA/T 1127第 5.1.4條和 5.1.6條的要求。5.6不同類別攝像機(jī)技術(shù)指標(biāo)要求5.6.1一體化球型攝像機(jī)一體化球型攝像機(jī)技術(shù)指標(biāo)應(yīng)符合下列要求:a)傳感器靶面尺寸:不小于 1/2.8 ”;b)電子快門范圍: 1/6 s1/10000s;c)最低照度:1)彩色: 0.005Lux, F1.2, AGC開(kāi), 75%反射;2)黑白: 0.0005Lux, F1.2, AGC開(kāi), 75%反射。d)轉(zhuǎn)動(dòng)范圍:1)水平: 360;2)垂直: -10 90。e)預(yù)置位:不少于 255個(gè);f)預(yù)置點(diǎn)速度:1)水平:不低于 240 /s;2)垂直:不低于 180 /s。g)鍵

22、驗(yàn),試驗(yàn)后,受試樣品表面不得有銹蝕;g)云臺(tái)應(yīng)按照 GB/T 2423.37中第2條進(jìn)行沙塵試驗(yàn),試驗(yàn)后,受樣驗(yàn)品應(yīng)保持正常轉(zhuǎn)動(dòng)。6.2室內(nèi)設(shè)備室內(nèi)設(shè)備運(yùn)行環(huán)境應(yīng)符合下列要求:a)溫度: -5+35;b)相對(duì)濕度:不大于 90%(+35);c)存儲(chǔ)溫度: -40+70;d)大氣壓力: 70kPa106kPa。6.3電源設(shè)備電源應(yīng)符合下列要求:a)攝像機(jī)宜支持交直流兩種供電方式, IP攝像機(jī)供電方式宜支持POE;b)直流電壓波動(dòng)范圍為標(biāo)稱電壓的15%,交流電壓波動(dòng)范圍為標(biāo)稱電壓的25%。6.4電磁兼容系統(tǒng)設(shè)備電磁兼容性應(yīng)符合下列要求:a)系統(tǒng)設(shè)備電磁兼容性要求符合 GB/T 24338.5第5、
23、6條;b)系統(tǒng)設(shè)備電磁輻射防護(hù)性能:1)系統(tǒng)中無(wú)線發(fā)射設(shè)備的電磁輻射功率與技術(shù)的要求;2)系統(tǒng)中不與操作人員直接靠近或接觸的非無(wú)線發(fā)射的設(shè)備,其對(duì)外電磁輻射功率符合國(guó)家和行業(yè)和技術(shù)的要求。7通用網(wǎng)絡(luò)安全要求7.1漏洞管理網(wǎng)絡(luò)安全應(yīng)具備漏洞管理功能,并應(yīng)符合下列要求:a)使用的開(kāi)源組件(如 OpenSSL、 OpenSSH、 vsftp、 NTP、 Snmpd等)在檢測(cè)時(shí)不應(yīng)具有嚴(yán)重漏洞。b)使用軟件(如 Nessus、 OpenVAS、 IBM Security AppScan、 Acunetix Web VulnerabilityScanner等)進(jìn)行安全性掃描,掃描結(jié)果無(wú)高等級(jí)漏洞6T/Z

35、Relevant Supplementary Specifications forVideo Surveillance deployment in Railway Section Along the Lines with Designed Speed of 200km/hand Above (CR-Construction 2016 File No. 18) required high-definition cameras to be used for dayand night surveillance in key areas such as railway tunnel portal, h
36、ighway flyover crossing railwayline, rescue and evacuation on railway bridge passageway, inside and outside of wayside equipmentcabin, railway traffic control boundary between bureaus and throat area of railway station. It wasrequired to use 750mm telephoto lens laser camera, and the monitoring dist
37、ance at night was 1.5km.However, there was no successful case of wide applications of such high-definition telephoto lenslaser camera, and there was no technical standard support on engineering requirements.In 2017, the Notice of China Railway Corporation on Issuing and Distributing the Catalogue of
38、Materials Supplies Class A for the Four Electricity Systems (1. Traction 2. Communication 3.Signaling 4. Power Supply) Integration of Railway Construction Projects (CR-Materials 2017 FileNo. 156) listed cameras as materials Class A, and the Material Management Department of ChinaRailway Corporation
39、organized the joint procurements together with construction companies,however there was lack of corresponding support by the technical specifications for cameraprocurement tendering.By the end of 2018, the mileage of Chinas high-speed railway had reached 29,000km, while themileage of conventional ra
40、ilway lines had hit 112,000km. In order to support the continuousconstruction of wide use of railway video surveillance system, ZSA has organized the preparation ofthis standard.
