Q:WehavelearnedthatyoumadeyourfirstvisittoPakistan27yearsago.Couldyoutelluswhatimpressionyougotonthatvisit?ThisisyourfirstvisittoPakistansinceyoutookofficeastheChinesePremier.Whatexpectationsdoyouhaveforit?答：提起巴基斯坦，中國(guó)人的第一印象是“鐵哥們”。在中國(guó)人民心目中，巴基斯坦始終是可以信任的“鐵桿”摯友，網(wǎng)民稱為“巴鐵”，這是中巴友情的真實(shí)寫(xiě)照。1986年，我率中國(guó)青年頭表團(tuán)訪問(wèn)巴基斯坦，所到之處，無(wú)論是伊斯蘭堡、拉合爾還是卡拉奇，都受到熱忱隆重的歡迎，那飛灑的花瓣和絢麗的笑臉?lè)路鹁驮谧蛱?，巴基斯坦人民真摯友好的情意令我終生難忘。

PremierLi:WhenitcomestoPakistan,thefirstwordsthatcometothemindoftheChineseare“ironbrother”.TousChinese,Pakistanisalwaysatrustworthyfriendassolidasiron.Actually,ChinesenetizensrefertoPakistanas“IronPak”.ThistestifiestothestrengthofChina-Pakistanfriendship.In1986,IledayouthdelegationtoPakistan.Everywherewewent,inIslamabad,LahoreandKarachi,weweregreetedwithrapturouswelcome.Thepetalsshoweringonusandbrightlysmilingfacesarestillfreshinmymemory,asifithappenedonlyyesterday.IwillneverforgetthegoodwillofthePakistanipeople.這次重訪巴基斯坦，倍感親切，看到了舊貌換新顏。我訪問(wèn)的目的是傳承友情、深化合作、規(guī)劃將來(lái)。這些年來(lái)，巴基斯坦人民克服各種困難，在建設(shè)國(guó)家的征程中上下求索、不斷前進(jìn)，在地區(qū)和國(guó)際事務(wù)中發(fā)揮著主動(dòng)作用，成為本地區(qū)維護(hù)和平、促進(jìn)發(fā)展的重要力氣。我對(duì)巴基斯坦人民不屈不撓的精神表示敬佩，中國(guó)對(duì)巴基斯坦將來(lái)的發(fā)展有信念。

Q:Inrecentyears,China-Pakistanpoliticaltieshavebecomeincreasinglyclose.Buttheireconomicrelationshavenotgrownfastenough.TostrengthenbusinesstieswithChinahasbecomeanimportantconcernofPakistan.Willyoubringanynewinitiativestoboostourbusinesstiesduringthisvisit?答：政治關(guān)系和經(jīng)濟(jì)關(guān)系好比一輛自行車(chē)的“兩個(gè)輪子”，二者相輔相成。中巴政治紐帶顛撲不破，經(jīng)貿(mào)往來(lái)總體保持主動(dòng)發(fā)展的勢(shì)頭。巴基斯坦是南亞第一個(gè)與中國(guó)簽署自貿(mào)協(xié)定、貨幣互換協(xié)議的國(guó)家，是中國(guó)在南亞地區(qū)最大的投資目的地。中國(guó)是巴基斯坦其次大貿(mào)易伙伴和第四大出口目的地。兩國(guó)在能源、基礎(chǔ)設(shè)施、電信、金融等領(lǐng)域合作也不斷推動(dòng)。

PremierLi:Politicalandeconomicrelationsarelikethetwowheelsofabicycle,whicharemutuallycomplementary.ThepoliticalbondbetweenChinaandPakistanisunbreakableandourbusinesstiesasawholehavemaintainedsoundmomentum.PakistanisthefirstSouthAsiancountrytosignafreetradeagreementandcurrencyswapagreementwithChina,anditisthelargestdestinationofChineseinvestmentinSouthAsia.ChinaisPakistan’ssecondlargesttradingpartnerandfourthlargestexportmarket.Steadyprogresshasbeenmadeinourcooperationinenergy,infrastructure,telecommunicationsandfinancialsectors.誠(chéng)然，兩國(guó)經(jīng)濟(jì)合作還有很大潛力，中方很重視雙邊貿(mào)易不平衡問(wèn)題，正就此實(shí)行主動(dòng)措施。去年巴對(duì)華出口增長(zhǎng)近50%，這增加了我們的信念。中方愿在中巴自貿(mào)區(qū)框架下與巴方就實(shí)行其次階段降稅談判加強(qiáng)溝通。我已經(jīng)指示國(guó)內(nèi)派出貿(mào)易投資促進(jìn)團(tuán)訪巴，與巴方洽談各種合作項(xiàng)目。我此訪還將與巴方領(lǐng)導(dǎo)人共同探討制定兩國(guó)經(jīng)貿(mào)合作的長(zhǎng)遠(yuǎn)規(guī)劃，集中資源用于互聯(lián)互通、能源電力等重點(diǎn)合作項(xiàng)目，推動(dòng)中巴經(jīng)濟(jì)走廊建設(shè)。

ButthereisgreatpotentialyettobetappedinChina-Pakistaneconomiccooperation.ChinatakesitstradeimbalancewithPakistanseriouslyandistakingmeasurestoaddressthisissue.Pakistan’sexporttoChinalastyearincreasedbynearly50%.Thishasenhancedourconfidence.ChinawillstepupconsultationwithPakistanonsecondphasetaxreductionnegotiationsundertheframeworkofChina-PakistanFreeTradeArea.IhavegiveninstructionthataChinesetradeandinvestmentpromotiondelegationbesenttoPakistantopursuevariouscooperationprojects.Duringmyvisit,IwilltalktoPakistanileadersabouttheformulationoflong-termplansforboostingbilateraleconomiccooperation.Ourtwosidesshouldfocusoncarryingoutpriorityprojectsinconnectivity,energydevelopmentandpowergenerationandpromotingtheestablishmentofaChina-PakistanEconomicCorridor.中巴都是人口大國(guó)，市場(chǎng)空間特別廣袤。當(dāng)前，中國(guó)正在深化實(shí)施西部大開(kāi)發(fā)戰(zhàn)略、擴(kuò)大向西開(kāi)放，巴基斯坦也處于發(fā)展的關(guān)鍵時(shí)期。中國(guó)政府接著激勵(lì)中方企業(yè)赴巴投資興業(yè)，也歡迎巴方參加新疆跨越式發(fā)展的建設(shè)項(xiàng)目。兩國(guó)可以優(yōu)勢(shì)互補(bǔ)，共同釋放合作潛力，讓雙方人民得到更多實(shí)實(shí)在在的利益。

Q:ManypeopleoutsideChinafollowwithgreatinterestdomesticandforeignpoliciesofthenewgovernmentinChina.TheywanttoknowwhetherChinawillseekhegemonywhenitgrowsstronger,andsomeareconcernedwhetherChinacansustaingrowth.Howwouldyouaddressthesetwoconcerns?答：這兩種疑問(wèn)我認(rèn)為都可以打消。

PremierLi:Inmyview,suchconcernsareuncalledfor.中國(guó)有句老話：不當(dāng)家不知柴米貴。擔(dān)當(dāng)一個(gè)13億多人口的大國(guó)總理，我每天要面對(duì)的是“開(kāi)門(mén)七件事，柴米油鹽醬醋茶”。換句話說(shuō)，就是解決好民生問(wèn)題。中國(guó)人民期盼著有更好的教化、更穩(wěn)定的工作、更牢靠的社會(huì)保障、更舒適的居住環(huán)境，更豐富的文化生活。在我看來(lái)，即便是辦好這些“簡(jiǎn)潔”的事，也很不簡(jiǎn)潔。

AsanoldsayinginChinagoes,“Toraiseafamily,oneneedstoknowthepriceofriceandfirewood.”AsthePremierofabigcountryof1.3billionpeople,whatIhavetofaceeverydayarethe“sevendailynecessitiesofafamily”,namelyfirewood,rice,cookingoil,salt,soysauce,vinegarandtea.Inotherwords,Ineedtoaddressissuesthataffectpeople’slives.TheChinesepeoplewantbettereducation,morestablejobs,greatersocialsecurity,improvedhousingconditionsandricherculturallife.Tomanagewelltheseseemingly“simple”thingsisnoteasy.中國(guó)仍舊是一個(gè)發(fā)展中國(guó)家，中國(guó)的現(xiàn)代化道路任重道遠(yuǎn)。堅(jiān)持走和平發(fā)展道路不僅是對(duì)外政策，更是我們的內(nèi)在須要。即使中國(guó)發(fā)展強(qiáng)大起來(lái)，我們也不會(huì)稱霸，因?yàn)橹袊?guó)在近現(xiàn)代歷史的慘痛遭受中深刻感受到，己所不欲，勿施于人，這是中國(guó)人的信條。

Chinaremainsadevelopingcountry.Toachievemodernizationisanarduoustaskforus.Thepursuitofpeacefuldevelopmentisnotjustaforeignpolicygoal;itisalsodeterminedbyChina’sreality.Chinawillnotseekhegemonyevenwhenitgrowsstronger.Havinghadafullshareofsufferingsinmodernhistory,weChinesebelievethatyoushouldnotdountootherswhatyoudonotwantthemtodountoyou.在全球化時(shí)代，相互依存是國(guó)家間關(guān)系的基本特征，弱肉強(qiáng)食不是相處之道，合作共贏才能帶來(lái)美妙生活。我想強(qiáng)調(diào)，走和平發(fā)展道路是中國(guó)堅(jiān)決不移的決心，維護(hù)國(guó)家的主權(quán)和領(lǐng)土完整，也是中國(guó)不行動(dòng)搖的意志。這兩條原則并行不悖，也符合維護(hù)地區(qū)穩(wěn)定和國(guó)際和平的準(zhǔn)則。

Intheeraofglobalization,interdependenceisthedefiningfeatureofstate-to-staterelations.Thelawofthejungleisnotthewaytogovernhumansociety;onlymutuallybeneficialcooperationwillmaketheworldabetterplace.IwanttostressthattopursuepeacefuldevelopmentistheunshakableresolveoftheChinesegovernment.Likewise,toupholdChina’ssovereigntyandterritorialintegrityisalsotheunshakableresolveoftheChinesegovernment.Thesetwoprinciplesgohandinhandandconformtonormsformaintainingregionalstabilityandinternationalpeaceandorder.國(guó)家間分歧和摩擦在所難免，關(guān)鍵是以何種心態(tài)去面對(duì)，糾纏炒作還是相互敬重、協(xié)商妥處，是考驗(yàn)一個(gè)國(guó)家心胸和氣量的標(biāo)尺。中國(guó)這些年起先過(guò)上好日子，很珍惜這些好時(shí)間，我們?cè)敢愿娱_(kāi)放的心態(tài)面對(duì)世界，也希望世界以平和的心態(tài)看待中國(guó)。作為發(fā)展中的大國(guó)，中國(guó)愿同世界各國(guó)一道，守住21世紀(jì)的和平與旺盛。
