PassageOne(ViolenceCanDoNothingtoDiminishRacePrejudice)Insomecountrieswhereracialprejudiceisacute,violencehassocometobetakenforgrantedasameansofsolvingdifferences,thatitisnotevenquestioned.Therearecountrieswherethewhitemanimposeshisrulebybruteforce;therearecountrieswheretheblackmanprotestsbysettingfiretocitiesandbylootingandpillaging.Importantpeopleonbothsides,whowouldinotherrespectsappeartobereasonablemen,getupandcalmlyargueinfavorofviolence-asifitwerealegitimatesolution,likeanyother.Whatisreallyfrightening,whatreallyfillsyouwithdespair,istherealizationthatwhenitcomestothecrunch,wehavemadenoactualprogressatall.Wemaywearcollarsandtiesinsteadofwar-paint,butourinstinctsremainbasicallyunchanged.Thewholeoftherecordedhistoryofthehumanrace,thattediousdocumentationofviolence,hastaughtusabsolutelynothing.Wehavestillnotlearntthatviolenceneversolvesaproblembutmakesitmoreacute.Thesheerhorror,thebloodshed,thesufferingmeannothing.Nosolutionevercomestolightthemorningafterwhenwedismallycontemplatethesmokingruinsandwonderwhathitus.Thetrulyreasonablemenwhoknowwherethesolutionsliearefindingitharderandhardertogetahearing.Theyaredespised,mistrustedandevenpersecutedbytheirownkindbecausetheyadvocatesuchapparentlyoutrageousthingsaslawenforcement.Ifhalftheenergythatgoesintoviolentactswereputtogooduse,ifoureffortsweredirectedatcleaninguptheslumsandghettos,atimprovingliving-standardsandprovidingeducationandemploymentforall,wewouldhavegonealongwaytoarrivingatasolution.Ourstrengthissappedbyhavingtomopupthemessthatviolenceleavesinitswake.Inawell-directedeffort,itwouldnotbeimpossibletofulfilltheidealsofastablesocialprogramme.Thebenefitsthatcanbederivedfromconstructivesolutionsareeverywhereapparentintheworldaroundus.Genuineandlastingsolutionsarealwayspossible,providingweworkwithintheframeworkofthelaw.
