institutionalizationan 3 3 化工園區(qū) 指依法設立的以危險化學品生產(chǎn) 儲存企業(yè) 包括危險化學品使用 許可范圍的企業(yè) 的工業(yè)園區(qū)或者相對集中的專門區(qū)域 3 4 風險 發(fā)生特定危害事件的可能性以及發(fā)生事件后果嚴重性的結合 3 5 危險因素 對人造成傷亡或者對物造成突發(fā)性損壞的因素 3 6 有害因素 影響人的身體健康 導致疾病或者對物造成慢性損壞的因素 3 7 危險程度 對人造成傷亡和對物造成突發(fā)性損壞的尺度 3 8 有害程度 影響人的身體健康 導致中毒 疾病或者對物造成慢性損壞的尺度 3 9 危險化學品企業(yè) 本導則中指園區(qū)內從事危險化學品生產(chǎn) 使用 儲存 運輸?shù)钠髽I(yè) 包括主要原料 最終產(chǎn)品或者中間產(chǎn)品列入 危險化學品名錄 2002 版 的危險化學品企業(yè) 3 10 事故 指能量或有毒物質意外釋放導致財產(chǎn)損失與人員傷害的情況 本導 則中僅指火災 爆炸 中毒三類可能導致重大后果的事故 3 11 事故范圍 3 指可信事故情境下 根據(jù)池火災 火球 蒸汽云爆炸 有毒氣體擴 散等事故后果模型計算的造成人員傷亡的范圍 供應急救援參考 詳見 附件 1 3 12 風險評價 以實現(xiàn)工程 系統(tǒng)安全為目的 應用安全系統(tǒng)工程原理和方法 對 工程 系統(tǒng)中存在的危險 有害因素進行識別與分析 判斷工程 系統(tǒng) 發(fā)生事故和急性職業(yè)危害的可能性及其嚴重程度 提出安全對策建議 從而為工程 系統(tǒng)制定防范措施和管理決策提供科學依據(jù) 風險評價可 針對一個特定的對象 也可針對一特定的區(qū)域范圍 3 13 定量風險評價 對某一設施或作業(yè)活動中發(fā)生事故頻率和后果進行綜合定量分析 采用個人風險和社會風險值描述風險程度 并與風險可接受標準比較的 系統(tǒng)方法 3 14 可容許個人風險標準 個人風險是指因危險化學品重大危險源各種潛在的火災 爆炸 有 毒氣體泄漏事故造成區(qū)域內某一固定位置人員的個體死亡概率 即單位 時間內 通常為年 的個體死亡率 也即對風險的最大承 載能力 3 18 評價單元 根據(jù)被評價對象的實際情況和安全評價的需要而將被評價對象劃分 為一些相對獨立部分 或系統(tǒng) 進行安全評價 其中每個相對獨立部分 稱為評價單元 3 19 重要目標和敏感場所 重要目標和敏感場所包括城市建成區(qū) 人口密集區(qū) 重要設施等 內容如下 1 高敏感場所 如學校 醫(yī)院 幼兒園 養(yǎng)老院等 2 重要目標
