ofAmericanuniversitydevelopmenthavebeencharacterized

largelybyself-satisfactionarisingfromsteadyprogressby

thetop20orsoresearchuniversities.AndAmericaasanation

hasbeencoasting.Since2000,theUnitedStateshaslostits

edgeinthegraduationofengineersandtechnologists.The

countrynolongerdominatesscientificdiscovery,innovation

orexploration.Mostimportant,theUnitedStateshasnot

launchedanyefforttobuildnewinstitutionstoaccommodate

itsincreasinglydiversepopulationofmorethan300million.

TheresultisthatAmerica,suniversitysystem,despiteits

historicalpre-eminence,hasceasedtogrow.Furthermcre,

America,suniversitysystemhasfailedtoadapttothedramatic

demographicshiftsoccurringasaresultofsocialmobilityand

immigration.

Americaneedstorealizethatitsuniversitiesfacereal

competitionfromtherestoftheworldtoattractthebestand

thebrightest,tosecureresourcesandtoprovideenvironments

thateducateandinspire.Thisisnottosaythatthebest

Americanuniversitiesarenolongertheleadersindiscovery

andinnovation.Itistosaythatthesuccessofthe

higher-educationsystemmustbemeasuredbymorethanjust

innovations.Itslong-termperformancedependsonitsability

toprovidelearningtoabroadcrosssectionsofcitizens,to

advancenationalproficiencyinmathandscienceandtocreate

anadaptableworkforce,aswellastodevelopanational

appreciationfordiscovery,entrepreneurshipandthecreative

process.

InChinaandelsewhere,thesearethegoalsofthenew

universitiesbeingbuilt.IntheUnitedStates,weneedtomove

fromanationalself-confidencebasedonpastsuccesstoone

DemocraticandRepublicanlawmakers,seekingwaystosavemoney

vulnerableistheproportiondoledouttobigandprofitable

privatecompanieslikeSallieMaetosubsidiseaffordable

privateequity.Andtheinvolvementofthetwobankscouldprove

usefulforplugginganygapinfinancing,ifthefirm'scredit
