The topic of my speech today is Cooperation and Innovative Development-FJMGs step forward from Fujian-Taiwan cooperation to international cooperation.一、合資,開創(chuàng)了中國汽車工業(yè)輝煌的時(shí)代一、合資,開創(chuàng)了中國汽車工業(yè)輝煌的時(shí)代 I. The establishment of joint ventures marked an
5、 epoch in Chinas motor industry 迎著改革開放的春天,中國汽車業(yè)打破閉關(guān)自守,取得了空前的發(fā)展和繁榮。 With the Reform and Opening-up of China, Chinas motor industry has ended the history of self-seclusion and achieved unprecedented progress and prosperity.產(chǎn)銷量大幅增長產(chǎn)銷量大幅增長 :改革開放初期,全國轎車一年的銷售量僅有5000臺(1978年約2600臺,1980年5418臺),還不如國際汽車大企業(yè)一天的產(chǎn)
6、量;而2005年中國汽車銷量達(dá)到576萬臺,僅次于美國、日本,汽車開始走入千家萬戶,其中轎車銷量達(dá)279萬臺。 Big-range increase in production and sales: At the early stage of Chinas Reform and Opening-up, annual sales of cars around the country were merely 5,000 units (about 2,600 units in the year 1978 and 5,418 units in 1980), less than the daily ou
7、tput of a single multinational automobile company; whereas by the year 2005 the annual automobile sales in China had reached 5.76 million units (next only to the USA and Japan), among which 2.79 million units were passenger cars. Automobiles have been owned by tens of thousands of households.老百姓得到實(shí)惠
8、。老百姓得到實(shí)惠。在等待了半個(gè)世紀(jì)后,中國的老百姓開始享受到了汽車文明帶來的快捷與便利。 Tangible benefits to the Chinese people: The Chinese people started to enjoy the speed and facility brought about by automobiles after half a centurys development of motor industry in China. 對產(chǎn)業(yè)發(fā)展作出貢獻(xiàn)。對產(chǎn)業(yè)發(fā)展作出貢獻(xiàn)。中國汽車合資時(shí)代催生了中國汽車產(chǎn)業(yè)成熟,實(shí)現(xiàn)了20年的跨越式發(fā)展,也為中國汽車的自主創(chuàng)新
9、時(shí)代的到來創(chuàng)造了條件。客觀地看待中國汽車產(chǎn)業(yè)的發(fā)展歷程,合資合作是中國汽車產(chǎn)業(yè)發(fā)展階段的一個(gè)必然選擇,1994年國家出臺的汽車產(chǎn)業(yè)政策引導(dǎo)、推動了汽車產(chǎn)業(yè)的快速發(fā)展,作出了歷史性的貢獻(xiàn)。 Contributions to industrial progress: In the joint-venture epoch of Chinas motor industry the maturity of the industry was accelerated, which has brought about a great leap-forward over the past 20 years, a
10、nd made preparations for the next epoch of independent innovation. From an objective point of view, joint venture/cooperation has been an inevitable choice in the development of Chinas motor industry. The Automotive Industry Policy (AIP) issued in 1994 made an historic contribution in guiding and pr
11、omoting the development of Chinas motor industry. 仍需不斷創(chuàng)新發(fā)展仍需不斷創(chuàng)新發(fā)展 。隨著合資合作的進(jìn)一步發(fā)展,合資企業(yè)發(fā)展的獨(dú)立性、產(chǎn)品開發(fā)的本土化、銷售的國際化、經(jīng)營管理者的職業(yè)化等問題開始顯現(xiàn),若得不到正確解決,會影響到合資企業(yè)核心競爭力的持續(xù)提高,影響到汽車產(chǎn)業(yè)的持續(xù)、健康發(fā)展。Innovation and development is yet to go on: With the further development of the joint venture, a series of problems-e.g. the indepe
12、ndence of development, the localization of R&D, the internationalization of sales and the professionalization of managers -occurred and needed to be solved, otherwise they might impact the continuous advancement of the core competence of the JV and the sustained and healthy development of motor indu

Unique mode of cooperation between Fujian and Taiwan早期的福建汽車產(chǎn)業(yè)。早期的福建汽車產(chǎn)業(yè)。福建汽車的造車歷史可以追溯到1958年5月8日,造出的第一輛車名字叫做“東方紅”,但直至九十年代初,福建汽車還徘徊在年產(chǎn)二、三千臺水平,汽車產(chǎn)業(yè)始終處于一種“散、亂、差、小”的格局,產(chǎn)品水平低,而且缺少發(fā)展資金。到1993年1994年,福建汽車工業(yè)面臨著生死存亡的嚴(yán)峻考驗(yàn)。Fujian motor industry in its early days: The vehicle ma
14、nufacturing in Fujian dates back to May 8, 1958, when the first vehicle “East Red” went off the line. But the average annual output of vehicles in Fujian had remained 2,000 to 3.000 units until early 1990s; and motor manufacturers were scattered and small-scaled, with low efficiency and in disorder,
15、 and short of expansion fund, turning out low-end products. During 19931994 Fujians motor industry faced the life-and-death challenge. 閩臺汽車合作的開展。閩臺汽車合作的開展。直到“八五”末期,福汽集團(tuán)新的領(lǐng)導(dǎo)班子在全面回顧和總結(jié)歷史經(jīng)驗(yàn)與教訓(xùn)的基礎(chǔ)上,立足實(shí)際,創(chuàng)造條件,抓住歷史性機(jī)會,通過實(shí)施閩臺合資合作,走出了一條獨(dú)具特色的發(fā)展汽車工業(yè)的路子,創(chuàng)造了“總體規(guī)劃、分期實(shí)施、滾動發(fā)展、穩(wěn)健擴(kuò)張”的“東南模式”,迎來了福建汽車歷史以來發(fā)展最快的時(shí)期。 Fujia
16、n-Taiwan Motor Cooperation: It was not until over ten years ago, at the end of “the 8th Five-Year Plan” period of China, that the new management of FJMG made a review of history and learned from past experiences. They based themselves on the situation of Fujian, provided conditions for cooperation w
17、ith Taiwan and grasped the historic opportunity for development. They established a unique mode of development-the “SEM mode”, with the feature of “making overall planning and implement in phases to ensure sustainable and steady development”. And Fujians motor industry has experienced the fastest gr
18、owth in history over the past ten years. 閩臺汽車合資合作的成效。閩臺汽車合資合作的成效?!熬盼濉币詠?0年間,福汽集團(tuán)年銷售汽車、改裝車從2460輛提升到93252輛,年實(shí)現(xiàn)銷售收入從2.3億元提升到111.1億元,年上繳稅金從620萬元提升到7.1億元,閩臺汽車合作取得了極大的成功。 十年來,通過閩臺合資合作圓了福建人民的“汽車工業(yè)夢”,又圓了福建人民的“轎車夢”。如今,福建汽車集團(tuán)擁有了汽車產(chǎn)業(yè)政策規(guī)定的所有汽車種類的生產(chǎn)資格。更重要的是,通過閩臺汽車的成功合作,進(jìn)一步搭建了與國際汽車大企業(yè)合作的平臺。 The fruits of Fujian-T
19、aiwan motor cooperation: The past ten years witnessed a great success in Fujian-Taiwan motor cooperation. FJMGs annual sales of vehicles (including refitted vehicles) increased from 2,460 units to 93,252 units, annual sales revenues from 230 million ($28.75 million) to 11.11 billion ($1.39 billion),
20、 and annual tax payment from 6.2 million ($775,000) to 710 million ($88.75 million). Through Fujian-Taiwan cooperation over the past ten years people in Fujian have realized their dream of motor production and sedan production one after another. Now FJMG has the qualification to produce all types of
21、 vehicles covered by the national automobile industry policy. What is more important, the successful Fujian-Taiwan cooperation serves as a platform for further cooperation with international motor giants. 三、從閩臺合資合作走向國際合資合作三、從閩臺合資合作走向國際合資合作 III. 22、tion走向國際合資合作是發(fā)展的需要。走向國際合資合作是發(fā)展的需要。閩臺合資合作使福建汽車快速成長,并為進(jìn)一步的發(fā)展奠定了良好的產(chǎn)業(yè)基礎(chǔ)。同時(shí),我們也意識到,臺灣汽車產(chǎn)業(yè)相比國際先進(jìn)汽車產(chǎn)業(yè),仍有一定差距。因此,在閩臺合作的初期,我們就制定了先構(gòu)筑閩臺合作平臺,繼而開展國際合作的發(fā)展戰(zhàn)略。 International cooperation is necessary to development: Fujian-Taiwan cooperation has sped up the development of Fujians motor industry and laid a solid fo
23、undation for its further expansion. In the meantime, however, we recognized that there was still a gap between Taiwans motor industry and the advanced international counterparts. So we made the strategy in the very beginning to build the platform of Fujian-Taiwan cooperation initially and to extend
24、it for future international cooperation. 走向國際合資合作是閩臺汽車合作雙方的合理選擇。走向國際合資合作是閩臺汽車合作雙方的合理選擇。與國內(nèi)先進(jìn)的大汽車集團(tuán)相比,我們在資金、技術(shù)、管理、人才等方面仍有相當(dāng)差距,實(shí)力有待加強(qiáng)。為做強(qiáng)做大福建汽車產(chǎn)業(yè),我們根據(jù)福建汽車的實(shí)際情況選擇了從閩臺合資合作走向國際合資合作的發(fā)展方向,跟國際資本與技術(shù)相結(jié)合,整合優(yōu)質(zhì)資源,走引進(jìn)、轉(zhuǎn)化、創(chuàng)新的發(fā)展道路。 福建汽車將充分利用與國際汽車合資合作的平臺,致力于國際品牌的本土化與自主品牌的特色化。 International cooperation-a reasonable c
25、hoice for the two partners across the Taiwan Straits: Compared with domestic advanced motor manufacturers, we still lag behind in financial power, technology, management, human resources and overall strength. Based on our local situation we chose to start from Fujian-Taiwan cooperation to move towar
26、ds international cooperation, utilizing international capital and technology, integrating quality resources, in order to make Fujian motor industry bigger and stronger. On this path of development, there are many steps to be taken-technology introduction, adaptation and innovation. We will fully uti
27、lize the platform of international cooperation and make efforts to achieve the localization of international brands and create characteristic self-owned brands.福汽集團(tuán)現(xiàn)有國際合作項(xiàng)目主要有: FJMGs international cooperation projects: 與德國戴克公司合作項(xiàng)目。與德國戴克公司合作項(xiàng)目。該項(xiàng)目投資總額20800萬歐元,合資公司注冊資本為16000萬歐元,產(chǎn)品為20座以下輕型客車,先期導(dǎo)入梅賽德斯-奔
28、馳NCV2和NCV3系列車型,一期形成年產(chǎn)4萬輛能力。 Cooperation with DaimlerChrysler AG (DCAG) of Germany: The project with a total investment of 208 million and registered capital of 160 million will produce below 20-seater vans. Initially introduced will be Mercedes Benz vans of NCV2 and NCV3 series. The annual capacity

The cooperation project of Chrysler RG has already kicked off at SEM. 與日本三菱公司合作項(xiàng)目。與日本三菱公司合作項(xiàng)目。2
30、006年4月12日福汽集團(tuán)、日本三菱汽車、臺灣中華汽車共同舉行了三菱汽車入股東南汽車的簽字儀式,三菱入股東南汽車后,三菱汽車將全力協(xié)助東南汽車的發(fā)展,將東南汽車建設(shè)成為三菱在中國的轎車、MPV和輕型商用車產(chǎn)銷基地。 5月29日三菱藍(lán)瑟和菱紳在上海上市,9月份還會有三菱新車型推出,今后每年東南汽車都將推出新款車型。 Cooperation with Mitsubishi Motor Corp (MMC) of Japan: On April 12, 2006 FJMG, MMC and China Motor Corp (CMC) from Taiwan jointly held the sig
31、ning ceremony for MMCs participation in SEM. Through its participation in SEM, MMC will give full support to SEMs development and help build up SEM into the production and sales base for Mitsubishi cars, MPVs and light commercial vehicles in China. On May 29 this year, Mitsubishi “Lancer” and “Space
32、 Wagon” were launched in Shanghai; and new MMC vehicles are yet to come in September. In the future new vehicles will be launched by SEM every year. 四、自主創(chuàng)新四、自主創(chuàng)新-福建汽車的福建汽車的“第三個(gè)饅頭第三個(gè)饅頭” .Independent Innovation-”the third piece of bread” in the development of Fujians motor industry 有一個(gè)關(guān)于吃饅頭的故事值得我們思考。有
33、個(gè)人吃了一個(gè)饅頭不飽,吃了兩個(gè)饅頭還是不飽,直到吃了第三個(gè)饅頭才飽,于是他后悔不該吃前面的兩個(gè)饅頭。閩臺合作的東南汽車實(shí)力還不夠強(qiáng),福建汽車仍然處于待發(fā)展階段,還未吃到第三個(gè)饅頭。但可以說,沒有閩臺合資合作就沒有現(xiàn)在的福建汽車業(yè),沒有與國際汽車的合資合作也難以有福建汽車的進(jìn)一步發(fā)展。在“第三個(gè)饅頭”關(guān)口,福汽集團(tuán)將致力于逐步縮短與跨國公司的技術(shù)差距,在閩臺合作、國際合作的基礎(chǔ)上,努力深化合資合作,不斷推進(jìn)自主創(chuàng)新,最終取得核心競爭力的提升,立足本土發(fā)展壯大。The story of “eating bread” deserves our consideration. A man, after
34、eating two pieces of bread, was still hungry. Only after eating the third piece did he become full. Therefore, he thought the first two pieces were unnecessary. SEM, a Fujian-Taiwan joint venture, is still not strong enough. Fujians motor industry still has a long way to go. It still needs the third
35、 piece of bread. However, it is obvious that without the cooperation between Fujian and Taiwan,F(xiàn)ujians motor industry would not have achieved todays status. Without the cooperation with international motor industry, it is also hard to imagine the further development of Fujian motor industry. At the
36、turning point of “the third piece of bread”, FJMG will apply itself to narrow the technological gap between multinational companies and itself. On the basis of Fujian-Taiwan cooperation and international cooperation, we will deepen our commitment to reform and promote independent innovation in order

38、nter. The R&D center has been finished with the initial investment of 75.27 million ($9.4 million). 40、wan cooperation, FJMG started international cooperation.
