公共服務(wù)論文:公共服務(wù)民營(yíng)化視角下的高速公路運(yùn)營(yíng)管理模式研究【中文摘要】交通運(yùn)輸是國(guó)民經(jīng)濟(jì)的命脈,是一個(gè)國(guó)家或城市經(jīng)濟(jì)建設(shè)不可缺少的重要基礎(chǔ)設(shè)施。從1988年滬嘉高速公路的建成通車,實(shí)現(xiàn)我國(guó)高速公路零突破以來,我國(guó)高速公路的規(guī)模不斷擴(kuò)大,到2006年底全國(guó)高速公路里程已達(dá)4.5萬(wàn)公里,路網(wǎng)效應(yīng)的形成,逐漸顯現(xiàn)出高速公路在交通運(yùn)輸系統(tǒng)中的重要地位。上海為加快經(jīng)濟(jì)、金融、貿(mào)易中心的建設(shè)步伐,加大了對(duì)公路基礎(chǔ)設(shè)施的投入力度,自“十五”期間高速公路開始面向社會(huì)招商引資,吸引民資和外資來投資高速公路,形成了多元化投融資模式,市場(chǎng)化運(yùn)作模式促進(jìn)公路建設(shè)規(guī)模迅速擴(kuò)大,逐步形成了一個(gè)快速、高效、便捷的高速公路網(wǎng)絡(luò)構(gòu)架。應(yīng)該說,城市基礎(chǔ)設(shè)施的民營(yíng)化變革不僅為政府緩解了建設(shè)資金短缺的瓶頸,同時(shí)通過市場(chǎng)競(jìng)爭(zhēng)降低了服務(wù)成本、優(yōu)化了管理機(jī)制、提高了管理效率及服務(wù)效益。然而,民營(yíng)化變革所帶來的多元化投融資模式也給后續(xù)運(yùn)營(yíng)管理工作帶來了難度,相關(guān)法律法規(guī)的缺失、配套管理機(jī)制的滯后、路網(wǎng)發(fā)展不均衡等因素抑制了高速公路網(wǎng)整體規(guī)模效益持續(xù)發(fā)揮。本文主要以公共服務(wù)民營(yíng)化視角為切入點(diǎn),以上海高速公路多元化運(yùn)營(yíng)管理實(shí)踐為研究對(duì)象,從政府與企業(yè)的合作關(guān)系建立、職責(zé)定位、管理效率角度進(jìn)行探討分析,對(duì)當(dāng)前多元化運(yùn)營(yíng)管理模式的實(shí)際效力進(jìn)行研究,并根據(jù)高速公路運(yùn)營(yíng)模式的發(fā)展趨勢(shì)從政府權(quán)責(zé)定位、市場(chǎng)監(jiān)督機(jī)制、合作治理模式、信息化建設(shè)等方面提出相應(yīng)對(duì)策和建議。為促進(jìn)高速公路建設(shè)運(yùn)營(yíng)上的公私合作,本文認(rèn)為首先要準(zhǔn)確定位政府在合作治理過程中的職能轉(zhuǎn)變,認(rèn)清政府從服務(wù)生產(chǎn)者到行業(yè)監(jiān)管者的定位,政府必須從維護(hù)公共利益的角度出發(fā),承擔(dān)起供給公共服務(wù)的責(zé)任和義務(wù)。其次要建立健全市場(chǎng)監(jiān)管機(jī)制,加快配套法律法規(guī)體系建設(shè),使得監(jiān)管有法可依,有法必依,促進(jìn)監(jiān)管機(jī)制的完善,提高政府監(jiān)管能力,為公共服務(wù)的發(fā)展提供穩(wěn)定、有序的外部環(huán)境。第三要逐步完善公共服務(wù)合作治理模式,從體制機(jī)制創(chuàng)新的角度推行委托管理模式,化解多元化管理模式帶來的矛盾和弊端,逐步形成更為規(guī)范、高效、成熟的新型合作治理模式。第四是加快推進(jìn)信息化建設(shè)力度,通過引入先進(jìn)的科技理念、技術(shù)手段來提高高速公路信息化發(fā)展水平,通過服務(wù)標(biāo)準(zhǔn)的建立、信息化平臺(tái)的搭建來提升路網(wǎng)的整體對(duì)外信息服務(wù)水平。【英文摘要】For long time, The traffic is the life vein of national economy, which is even the important infrastructure of a nation or economic construction in the city indispensability.
