《安全員》TheSecurity第二節(jié)安全專(zhuān)項(xiàng)施工方案的審核與實(shí)施Section2ReviewandImplementationofSafetySpecialConstructionPlan專(zhuān)項(xiàng)方案應(yīng)當(dāng)由施工單位技術(shù)部門(mén)組織本單位施工技術(shù)、安全、質(zhì)量等部門(mén)的專(zhuān)業(yè)技術(shù)人員進(jìn)行審核。經(jīng)審核合格的，由施工單位技術(shù)負(fù)責(zé)人簽字。實(shí)行施工總承包的，專(zhuān)項(xiàng)方案應(yīng)當(dāng)由總承包單位技術(shù)負(fù)責(zé)人及相關(guān)專(zhuān)業(yè)承包單位技術(shù)負(fù)責(zé)人簽字。不需專(zhuān)家論證的專(zhuān)項(xiàng)方案，經(jīng)施工單位審核合格后報(bào)監(jiān)理單位，由項(xiàng)目總監(jiān)理工程師審核簽字。Thespecialplanshouldbereviewedbyprofessionaltechnicalpersonnelfromtheconstructiontechnology,safety,qualityandotherdepartmentsorganizedbythetechnicaldepartmentoftheconstructionunit.Thosethatpassthereviewshallbesignedbythetechnicalleaderoftheconstructionunit.Fortheimplementationofconstructiongeneralcontracting,thespecialplanshallbesignedbythetechnicalleaderofthegeneralcontractingunitandthetechnicalleaderoftherelevantprofessionalcontractingunit.Aspecialplanthatdoesnotrequireexpertargumentationshallbesubmittedtothesupervisingunitafterbeingapprovedbytheconstructionunitandsignedbytheprojectchiefsupervisingengineer.一、安全專(zhuān)項(xiàng)施工方案的審核1、Reviewofspecialsafetyconstructionplans超過(guò)一定規(guī)模的危險(xiǎn)性較大的分部分項(xiàng)工程專(zhuān)項(xiàng)方案應(yīng)當(dāng)由施工單位組織召開(kāi)專(zhuān)家論證會(huì)。實(shí)行施工總承包的，由施工總承包單位組織召開(kāi)專(zhuān)家論證會(huì)。Thespecialplanforsubprojectswithsignificantrisksexceedingacertainscaleshouldbeorganizedbytheconstructionunittoholdanexpertdiscussionmeeting.Fortheimplementationofconstructiongeneralcontracting,theconstructiongeneralcontractingunitshallorganizeanexpertdemonstrationmeeting.施工單位應(yīng)當(dāng)根據(jù)論證報(bào)告修改完善專(zhuān)項(xiàng)方案，并經(jīng)施工單位技術(shù)負(fù)責(zé)人、項(xiàng)目總監(jiān)理工程師、建設(shè)單位項(xiàng)目負(fù)責(zé)人簽字后，方可組織實(shí)施。實(shí)行施工總承包的，應(yīng)當(dāng)由施工總承包單位、相關(guān)專(zhuān)業(yè)承包單位技術(shù)負(fù)責(zé)人簽字。Theconstructionunitshallmodifyandimprovethespecialplanbasedonthedemonstrationreport,andonlyafteritissignedbythetechnicalleaderoftheconstructionunit,thechiefsupervisingengineeroftheproject,andtheprojectleaderoftheconstructionunitcanitbeorganizedandimplemented.Fortheimplementationofconstructiongeneralcontracting,itshallbesignedbythetechnicalleadersoftheconstructiongeneralcontractingunitandrelevantprofessionalcontractingunits.專(zhuān)項(xiàng)方案經(jīng)論證后需做重大修改的，施工單位應(yīng)當(dāng)按照論證報(bào)告修改，并重新組織專(zhuān)家進(jìn)行論證。Ifsignificantmodificationsarerequiredtothespecialplanafterargumentation,theconstructionunitshallmodifyitaccordingtotheargumentationreportandreorganizeexpertsforargumentation.施工單位應(yīng)當(dāng)嚴(yán)格按照專(zhuān)項(xiàng)方案組織施工，不得擅自修改、調(diào)整專(zhuān)項(xiàng)方案。如因設(shè)計(jì)、結(jié)構(gòu)、外部環(huán)境等因素發(fā)生變化確需修改的，修改后的專(zhuān)項(xiàng)方案應(yīng)當(dāng)按規(guī)定重新審核。對(duì)于超過(guò)一定規(guī)模的危險(xiǎn)性較大工程的專(zhuān)項(xiàng)方案，施工單位應(yīng)當(dāng)重新組織專(zhuān)家進(jìn)行論證。Theconstructionunitshallstrictlyorganizeconstructioninaccordancewiththespecialplanandshallnotmodifyoradjustthespecialplanwithoutauthorization.Ifmodificationsarenecessaryduetochangesindesign,structure,externalenvironment,andotherfactors,themodifiedspecialplanshouldberereviewedaccordingtoregulations.Forspecialplansforhigh-riskprojectsexceedingacertainscale,theconstructionunitshouldreorganizeexpertsforargumentation.一、安全專(zhuān)項(xiàng)施工方案的審核1、Reviewofspecialsafetyconstructionplans施工單位應(yīng)當(dāng)指定專(zhuān)人對(duì)專(zhuān)項(xiàng)方案實(shí)施情況進(jìn)行現(xiàn)場(chǎng)監(jiān)督和按規(guī)定進(jìn)行監(jiān)測(cè)。發(fā)現(xiàn)不按照專(zhuān)項(xiàng)方案施工的，應(yīng)當(dāng)要求其立即整改；發(fā)現(xiàn)有危及人身安全緊急情況的，應(yīng)當(dāng)立即組織作業(yè)人員撤離危險(xiǎn)區(qū)域。施工單位技術(shù)負(fù)責(zé)人應(yīng)當(dāng)定期巡查專(zhuān)項(xiàng)方案實(shí)施情況。Theconstructionunitshalldesignateadedicatedpersontosupervisetheimplementationofthespecialplanonsiteandmonitoritaccordingtoregulations.Ifitisfoundthattheconstructionisnotcarriedoutaccordingtothespecialplan,itshallberequiredtorectifyimmediately;Ifanemergencysituationendangeringpersonalsafetyisdiscovered,theoperatorshouldbeimmediatelyorganizedtoevacuatethehazardousarea.Thetechnicalleaderoftheconstructionunitshallregularlyinspecttheimplementationofthespecialplan.對(duì)于按規(guī)定需要驗(yàn)收的危險(xiǎn)性較大的分部分項(xiàng)工程，施工單位、監(jiān)理單位應(yīng)當(dāng)組織有關(guān)人員進(jìn)行驗(yàn)收。驗(yàn)收合格的，經(jīng)施工單位項(xiàng)目技術(shù)負(fù)責(zé)人及項(xiàng)目總監(jiān)理工程師簽字后，方可進(jìn)入下一道工序。Forhigh-risksubprojectsthatrequireacceptanceaccordingtoregulations,theconstructionunitandsupervisionunitshallorganizerelevantpersonneltoconductacceptance.Thosewhopasstheacc
