柳州鐵道職業(yè)技術(shù)學(xué)院調(diào)車基本要求張艷軍YanjunZhangBasicRequirementsforShuntingLiuzhouRailwayVocationalandTechnicalCollege01調(diào)車作業(yè)的領(lǐng)導(dǎo)及指揮LeadershipandCommandofShuntingOperations車站的調(diào)車工作Shuntingatthestationis各場（區(qū)）的調(diào)車工作Shuntingateachyard(area)is,根據(jù)車站調(diào)度員布置的任務(wù)accordingtothetasksassignedbythestationdispatcher,由該場（區(qū)）的調(diào)車區(qū)長或駝峰調(diào)車區(qū)長領(lǐng)導(dǎo)ledbytheshuntingdistrictmanagerorhumpshuntingdistrictmanageroftheyard(area).由車站調(diào)度員（未設(shè)調(diào)度員的，由車站值班員）統(tǒng)一領(lǐng)導(dǎo)undertheunifiedleadershipofastationdispatcher(orastationdutyofficerifthereisnodispatcher).調(diào)車作業(yè)的領(lǐng)導(dǎo)及指揮LeadershipandCommandofShuntingOperations調(diào)車作業(yè)由調(diào)車長單一指揮Shuntingoperationsareunderthesinglecommandofayardmaster.本務(wù)機車進(jìn)行調(diào)車作業(yè)時Whena

leadinglocomotiveisinshuntingoperation,遇有特殊情況，可由指定的勝任人員擔(dān)當(dāng)Inexceptionalcircumstances,adesignatedcompetentpersonmaytakeuptherole.調(diào)車人員不足2人，不準(zhǔn)進(jìn)行調(diào)車作業(yè)Noshuntingoperationwithlessthan2shuntingstaff.在調(diào)車作業(yè)前，應(yīng)親自并督促組內(nèi)人員充分做好準(zhǔn)備Theyardmastershouldbewellpreparedandsupervisetheteammemberstoensurethattheyarefullypreparedaswellbeforeshuntingoperations.可由車站值班員或助理值班員擔(dān)任指揮工作astationdutyofficeroranassistantdutyofficermaybeincommand.調(diào)車作業(yè)的領(lǐng)導(dǎo)及指揮LeadershipandCommandofShuntingOperations02SingleCommand單一指揮單一指揮Singlecommandrefersto在同一調(diào)車區(qū)inthesameshuntingarea,調(diào)車計劃的接收、傳達(dá)、作業(yè)方法的確定includingthereceiptandcommunicationofshuntingplans,

thedeterminationofoperatingmethods只準(zhǔn)調(diào)車長一人指揮thatmustbeleadedbytheyardmasteralone.就是在同一時間thecommandatthesametime,及調(diào)車機車行動的指揮andthecommandofshuntinglocomotiveoperations,單一指揮SingleCommand一個調(diào)車組有兩名及以上調(diào)車長時Whenashuntingcrewhastwoormoreyardmasters,設(shè)有助理值班員或調(diào)車長一人的中間站，利用本務(wù)機車進(jìn)行調(diào)車作業(yè)時Atintermediatestationswithanassistantdutyofficeroroneyardmaster,whenshuntingoperationsarecarriedoutwiththeleadinglocomotives,未設(shè)助理值班員及調(diào)車組的中間站Atintermediatestationswithoutassistantdutyofficersandshuntingcrew,acompetentpersonwillbeassignedtotakethedutyofshuntingwhentheleadinglocomotivesareusedforshuntingoperations.利用本務(wù)機車進(jìn)行調(diào)車作業(yè)時，指派勝任人員擔(dān)任調(diào)車工作theassistantdutyofficerortheyardmastershouldbeincommandandassigncompetentpersonstoworkasshuntingoperators.由助理值班員或調(diào)車長擔(dān)任調(diào)車指揮人，指派勝任人員擔(dān)任連結(jié)員工作withinashift,ashuntinglocomotivecanonlybeunderthesinglecommandbyoneyardmaster.Alternatecommandofshuntingisstrictlyprohibited.在一個班內(nèi)，一臺調(diào)機只能由一名調(diào)車長單一指揮，嚴(yán)禁輪換擔(dān)任調(diào)車指揮單一指揮SingleCommand03SignalIndication信號顯示調(diào)車作業(yè)時，調(diào)車人員應(yīng)正確及時地顯示信號Duringshuntingoperations,adispatchershouldindicatethecorrectsignalsintime.連掛車輛或盡頭線取送車輛時，要顯示十、五、三車的距離信號（單機除外）Whencouplingortaking-outandplacing-inwagonsatthestub-endsiding,indicatethesignalsforthedistancesof10,5and3wagonsawayfromstandingwagons(exceptforlightlocomotives).當(dāng)調(diào)車指揮人確認(rèn)信號有困難時Whentheshuntingcommanderhasdifficultyinconfirmingthesignal,someoneshouldbeassignedtoindicatethesignalofstandingwagon.應(yīng)派人顯示停留車信號Ifthesignalsforthedistancesof10,5and3wagonsarenotindicated,noattachingisallowed.沒有顯示十、五、三車距離信號，不允許掛車Locomotivecrewsmustcheckthesignalscarefullyandwhistleasaresponse.機車乘務(wù)人員要認(rèn)真確認(rèn)信號，并鳴笛回示信號顯示SignalIndication調(diào)車人員作業(yè)位置的規(guī)定Regulationsontheoperatingpositionofshuntingstaff因人身安全或瞭望困難原因，不能在司機一側(cè)作業(yè)時Ifashuntercannotworkonthedriver'ssideforreasonsofpersonalsafetyorlookoutdifficulties,須事先向司機及有關(guān)人員傳達(dá)清楚onemustclearlycommunicatewiththedriverandtherelevantpersonnelinadvance.推進(jìn)調(diào)車的速度不得超過15km/hThespeedofkick-offshuntingshouldnotexceed15km/h.手信號調(diào)車時，調(diào)車人員原則上應(yīng)與司機同側(cè)作業(yè)Whenshuntingbyhandsignals,

ashuntershouldworkonthesamesideasthedriverinprinciple.信號顯示SignalIndication調(diào)車人員顯示信號的規(guī)定Regulationsontheindicationofsignalsbyshuntingstaff遇天氣惡劣或地處曲線推進(jìn)車列瞭望困難Ifthereisanylookoutdifficultyfortrainsinbadweatherorincurves,禁止使用列車無線調(diào)度通信設(shè)備指揮調(diào)車作業(yè)Theuseoftrainwirelesstrafficcontrol&communicationequipmentinthecommandofshuntingisprohibited.Whenpushingwagons,itisprohibitedtoindicatesignalsinthedriver'scab.推送車輛時，禁止在司機室顯示信號theshuntingcommandermayassignacouplingoperatoror

wagons,推進(jìn)車輛運行時Whenpushingawagonforrunning,如調(diào)車指揮人所在位置確認(rèn)前方進(jìn)路有困難時Iftheshuntingcommanderfindsitisdifficulttoconfirmtherouteaheadfromhis/herposition,theworkofconfirmationcanbeassignedtoothermembersoftheshuntingcrew.可指派調(diào)車組其他人員確認(rèn)theconfirmationoftherouteaheadistheresponsibilityoftheshuntingcommander.前方進(jìn)路的確認(rèn)由調(diào)車指揮人負(fù)責(zé)theconfirmationoftherouteaheadistheresponsibilityofthelocomotivedriver.前方進(jìn)路的確認(rèn)由機車司機負(fù)責(zé)要道還道RequestforandReplyofTrackNo.沒有看到調(diào)車指揮人的起動信號，不允許動車Nostartingsignalfromtheshuntingcommander,nomovingofwagonsallowed.可根據(jù)扳道人員顯示的道岔開通信號或調(diào)車信號機顯示的進(jìn)行信號動車Thewagonsmaybemoved

allowed.推進(jìn)時，由負(fù)責(zé)確認(rèn)進(jìn)路的調(diào)車人員要道Whenpushingwagons,theshunterinchargeofconfirmingtherouteaheadshouldrequestthetracknumber.未得到扳道人員的股道號碼和道岔開通信號Withoutobtainingthetracknumberandturnoutopeningsignalfromtheswitchman,Whenrunningalightlocomotiveorleadingwagons,thedrivershouldrequestthetracknumber.單機或機車牽引運行時，由司機要道非集中區(qū)要道還道RequestforandReplyofTrackNo.inNon-concentratedAreas要道還道時，一律出×道要×道，進(jìn)×道要×道Whenrequestingandreplyingatracknumber,alwaysaskforthenumberofthetrackleavingfromorenteringin.由靠近機車或車列的扳道員依次由近而遠(yuǎn)的要道，由遠(yuǎn)而近的還道Theswitchmenclosetothelocomotiveorthetrainshouldrequestthetracknumberfromproximaltodistal,andreply

fromdistaltoproximal.Whentherearetwoormoreswitchmenontherouteaheadoftheshuntingtrain,調(diào)車進(jìn)路上有兩名及其以上扳道員時非集中區(qū)要道還道RequestforandReplyofTrackNo.inNon-concentratedAreas方可向司機或調(diào)車人員顯示股道號碼與道岔開通信號（還道）canthedriverorshunterindicatethetracknumberandtheturnoutopeningsignal(replyofthetracknumber).ThespecificapproachandterminologyissetoutinInstructionsforTrainOperationatStation.具體辦法和用語在《站細(xì)》中規(guī)定Onlyafterreceivingthecontactsignalfortheopeningoftheroute(tracknumberandan“OK”signal)得到進(jìn)路開通的聯(lián)系信號（股道號碼與“好了”信號）后配備無線調(diào)車燈顯設(shè)備的車站，允許使用無線調(diào)車燈顯設(shè)備進(jìn)行要道還道Atstationswithwirelessshuntinglightdisplayequipment,theuseoftheequipmentfortherequestforandreplyoftracknumberisallowed.非集中區(qū)要道還道RequestforandReplyofTrackNo.inNon-concentratedAreas有幾個進(jìn)路或出路的要道還道以及分段要道還道辦法Requestforandreplyoftracknumberforseveralenteringorleavingroutesandsegments司機可憑調(diào)車指揮人的通知和起動信號越過道岔Adrivercancrossaturnoutwiththenoticefromtheshuntingcommanderandastartingsignal.但此種情況應(yīng)在《站細(xì)》內(nèi)明確規(guī)定However,suchacaseshouldbespecifiedinInstructionsforTrainOperationatStation.由各站規(guī)定，納入《站細(xì)》isspecifiedbythestationsandincludedinInstructionsforTrainOperationatStation.無扳道員管理的道岔，由調(diào)車指揮人安排人員扳道Atturnoutswithoutthemanagementofswitchmen,theshuntingcommanderisresponsibleforthearrangementofswitching.非集中區(qū)要道還道RequestforandReplyofTrackNo.inNon-concentratedAreas06集中區(qū)調(diào)車作業(yè)聯(lián)系的規(guī)定RegulationsfortheContactofShuntingOperationsinConcentratedAreas調(diào)車有關(guān)人員要時刻注意調(diào)車信號的顯示狀態(tài)Apersonnelinvolvedinshuntingshouldalwayspayattentiontotheindicationofshuntingsignals.調(diào)車信號開放后不得隨意變更Noarbitrarychangesaftertheopeningoftheshuntingsignal.遇特殊情況必須變更時，應(yīng)得到確已停止調(diào)車作業(yè)的通知后Inspecialcircumstanceswhereachangeisrequired,onlyafterbeingnotifiedthatshuntingoperationshaveceasedcanthesignalbeturnedoff.方可關(guān)閉信號Whennotifiedbyasignaloperatorthattherouteisreadyorwhen
