2、ulation issued by state quality technical supervision bureau on December 31 2000 has been effective since July 1, 2001. Messer China companies should be ware of and follow these regulations. The following items are only part of the regulation.國家質(zhì)量技術(shù)監(jiān)督局在2000年12月31日頒發(fā)了氣瓶安全監(jiān)察規(guī)程。新規(guī)程自2001年7月1日開始生效。請各企業(yè)遵照

The cylinder files include certifica

4、te of soundness, certificate of product quality, records of cylinder inspection and others. The cylinder files should be kept until the cylinder is rejected as useless.氣瓶的充裝單位對自有氣瓶和托管氣瓶的安全使用以及按期檢驗負(fù)責(zé)，并應(yīng)建立氣瓶檔案。氣瓶檔案包括：合格證、產(chǎn)品質(zhì)量證明書、氣瓶檢驗記錄等。氣瓶的檔案應(yīng)保存到氣瓶報廢為止。The filling station should report the types and q

5、uantity of self-ownedcylinders and entrusted cylinders to the organization of safety supervisionfor boiler and pressure vessel under the administration department ofquality and technology supervision at prefecture or municipal level and atthe place the station is located.氣瓶充裝單位應(yīng)按規(guī)定向所在地地市級以上（含地市級）質(zhì)量技

6、術(shù)監(jiān)督行政部門鍋爐壓力容器安全監(jiān)察機(jī)構(gòu)報告自有氣瓶和托管氣瓶的種類和數(shù)量。Clause 16 條From the implementation date of the regulation, the property right of the new cylinder which has just put into application should be owned by the filling station. If the property right of the cylinder that has been put into application does not belong

7、to the filling station, it should be to transfer the property right to the filling station or the owner of the cylinders goes through trust formalities for the filling station.從本規(guī)定實施之日起，新投入使用的氣瓶的產(chǎn)權(quán)應(yīng)為氣瓶充裝單位所有。已投入使用的氣瓶的產(chǎn)權(quán)如不屬于氣瓶充裝單位，宜將氣瓶產(chǎn)權(quán)轉(zhuǎn)為氣瓶充裝單位，或者由氣瓶產(chǎn)權(quán)人與氣瓶充裝單位辦理托管手續(xù)。Item No.Subject內(nèi)容Relevant item in

The cylinder must not be renovated for other purpose.氣瓶必須專用。只允許充裝與鋼印標(biāo)記一致的介質(zhì)，不得改裝使用。Clause 18 條The safety perfo

9、rmance of imported cylinder must be inspected according to the mandatory National Standard. In the inspection the key items that are in relation to safety performance of cylinder, such as ambient temperature, pressure of hydraulic test, mechanical properties of cylinder body, non-destructive test, h

10、ydraulic bursting test and various models tests, must not be less than that stipulated in the corresponding National Standards. The cylinder that has not any corresponding National Standard at the moment must be inspected in accordance with the requirements approved by the Bureau of Safety Supervisi

11、on for Boiler and Pressure Vessel. 進(jìn)口氣瓶的安全性能應(yīng)依據(jù)強(qiáng)制性國家標(biāo)準(zhǔn)進(jìn)行檢驗，其中涉及氣瓶安全質(zhì)量的關(guān)鍵項目，如：環(huán)境溫度、水壓試驗壓力、瓶體力學(xué)性能、無損檢測、水壓爆破試驗和各項型式試驗均不得低于相應(yīng)國家標(biāo)準(zhǔn)的規(guī)定。暫時沒有國家標(biāo)準(zhǔn)的氣瓶產(chǎn)品，按鍋爐壓力容器安全監(jiān)察局核準(zhǔn)的要求檢驗。Clause 19 條On each imported cylinders that have passed the inspection, steel sealed marking is pressed and color code of inspection is pa

The color, characters and color code on surface of the cylinder should be in accord with the requirements of the National Standard GB 7444 Colored cylinder Mark for gases .進(jìn)口氣瓶檢驗合格后，由檢驗單位逐只打檢驗鋼印，涂檢驗 色標(biāo)。氣瓶表面的顏色、字樣和色環(huán)應(yīng)符合國家標(biāo)準(zhǔn)GB 7144 氣瓶顏色標(biāo)記的規(guī)定。Item No.Subject內(nèi)容Relevant ite

15、Safety Supervision for Boiler and Pressure Vessel.盛裝未列入國家標(biāo)準(zhǔn)規(guī)定的氣體和混合氣體的氣瓶，其外表面的顏色、字樣和色環(huán)均須符合鍋爐壓力容器安全監(jiān)察局核準(zhǔn)的方案Clause 14 條The pattern, manufacture method and application of warning label of cylinder should be in accord with the stipulations of GB 16084 Precautionary labels for gas cylinders.氣瓶警示標(biāo)簽的式樣、制作方

16、法及應(yīng)用應(yīng)符合GB 16804 氣瓶警示標(biāo)簽的規(guī)定。3Cylinders regular inspection氣瓶檢驗Clause 69 條The inspection periods of various kinds of cylinders must not exceed the following stipulated terms 各類氣瓶的檢驗周期，不得超過下列規(guī)定:1. The cylinder filled with corrosive gas, diving cylinder and cylinder that often contact with seawater must have once inspection in every two years. 盛裝腐蝕性氣體的氣瓶、潛水氣瓶以及常與海水接觸的氣瓶每二年檢驗一次2. The cylinder filled with general gas must have once inspection in every three years. 盛裝一般性氣體的氣瓶，每三年檢驗
